Payson Campground Water System Operations
Tonto National Forest

SECTION C - DESCRIPTION/SPECIFICATIONS/PERFORMANCE WORK STATEMENT
(PWS)
C.1 INTRODUCTION
C.1.1 Scope of Work
The scope of work for this service contract is to provide drinking water system operations and maintenance for the following five (5) public drinking water systems in accordance with the following Performance Work Statement (PWS), Arizona Department of Environmental Quality
(ADEQ), and Forest Service (FS) regulations (FSM 7420).
The Payson Campground water systems include:
1. PWS # AZ0404856 – Ponderosa Campground
2. PWS # AZ0404855 – Christopher Creek Campground
3. PWS # AZ0404371 – Tonto Creek Campground
4. PWS # AZ0404855 – Sharp Creek Campground
5. Houston Mesa Campground (Town of Payson water supply)
The period of performance shall be 12 months after award (base) and shall include four (4) 12-month options to extend performance period.
C.2. LOCATION/DESCRIPTION/BACKGROUND
C.2.1 Campground Water System Locations
For locations of the 5 water systems, see Attachment 1.
C.2.2. Water System Descriptions
Ponderosa Campground WS
Ponderosa Campground Water System (PWS AZ0404856) is classified as a public, seasonal, transient, non-community water system by Arizona Department of Environmental Quality (ADEQ). Operation season is March until November, for a total of 8 months. The system consists of a groundwater well located in a control building and is equipped with a submersible pump, chlorine injection system, 10,000 gallon above-ground steel storage tank. Water is pumped to the tank then gravity fed to the distribution system. The distribution system supplies 8 service connections.
Christopher Creek Campground WS
Christopher Creek Campground Water System (PWS AZ0404855) is classified as a public, seasonal, transient, non-community water system by Arizona Department of Environmental Quality (ADEQ).
Operation season is March until November, for a total of 8 months. The system consists of a groundwater well located in a control building and is equipped with a submersible pump, chlorine injection system, 10,000 gallon above-ground steel storage tank. Water is pumped to the tank then gravity fed to the distribution system. The distribution system supplies 6 service connections.
Upper Tonto Creek Campground WS
Upper Tonto Creek Campground Water System (PWS AZ0404371) is classified as a public, seasonal, transient, non-community water system by Arizona Department of Environmental Quality (ADEQ).
Operation season is from March until November, for a total of 8 months. The system consists of a groundwater well located in a control building and is equipped with a submersible pump, chlorine injection system, and 2,000 gallon above-ground steel storage tank. Water is pumped to the tank then is gravity fed to the distribution system. The distribution system supplies 3 service connections.
Sharp Creek Campground WS
Sharp Creek Campground Water System (PWS AZ0404103) is classified as a public, seasonal, transient, non-community water system by Arizona Department of Environmental Quality (ADEQ). Operation season is March until November, for a total of 8 months. The system consists of a groundwater well located off site on a concrete pad in a fenced-in enclosure. The control building is equipped with a submersible pump, chlorine injection system, and a 5,000 gallon above-ground steel storage tank. Water is pumped to the tank then gravity fed to the distribution system. The distribution system supplies 8 service connections.
Operations of the four (4) above campground water systems are classified through ADEQ as Grade I
Treatment and Grade I Distribution systems. The water system ADEQ Microbiological Sample Siting
Plans (MSSP) and most current ADEQ inspection will be provided by the FS.
Houston Mesa Campground WS
Houston Mesa Campground Water System is supplied and operated by the Town of Payson. The campground is open year-around. The campground serves 7 service connections.
C.2.3 System Monitoring and Reporting
The lab performing water system tests must be certified by the State of Arizona. These water systems are required to test for the following:
• Total Coliform: The system is required to be tested for total coliform monthly on the first or second week of the month; samples are to be taken according to the Microbiological Site Sampling
Plans that will be provided by the FS. If any routine sample tests positive for the presence of coliform bacteria, immediately contact ADEQ and the COTR. Repeat samples must be collected following ADEQ requirements for repeat sampling. The Contractor is responsible for the cost of any repeat sample testing.
If any repeat sample tests positive for total coliform, immediately contact the ADEQ and the COTR.
In conjunction with the FS, and as outlined by ADEQ and FS Manual 7420 (See Attachment 2), begin the process of public notification and system closure. Continue working with the FS to correct whatever caused the positive test.
For Houston Mesa Campground – During the 8-month campground operations, the Contractor shall test the Houston Mesa Campground water system for total coliform however they will be non-compliance samples and the results shall only be sent to the FS for their files. This system shall not be included in the Nitrate/Nitrite annually testing.
• Nitrate and Nitrite: While only one is required, the FS will require the Contractor to test for both
Nitrate and Nitrite annually.
C.3. PERFORMANCE WORK STATEMENT
The Contractor shall be an ADEQ certified water system operator and shall:
• Hold current Grade I Water Treatment and Grade I Water Distribution certifications with the
Arizona Department of Environmental Quality (ADEQ) and shall provide copies of the certificates prior to any water operations. Operator shall be responsible for the necessary paperwork to become the Operator-of-Record for these water systems.
• Review and become familiar with the water system by reviewing the Operations and
Maintenance Manuals provided by the FS.
• Review, become familiar, and follow the Job Hazardous Analysis (JHA) provided by the FS.
• Wear appropriate personal protective equipment to meet or exceed industry and OHSA standards as well as the JHA. Contractor is responsible for supplying the PPE.
• Perform required operations and maintenance duties as duties as outlined below. Minor repairs and maintenance are the responsibility of the Contractor. Notify the COTR immediately of major repairs or leaks.
In the event of disruption in water service to any of the campgrounds, the contractor shall be available for an emergency response trip within 48 hours to do any minor repairs or diagnose the issue on a per trip basis as listed in the Schedule of Items. If the disruption is determined to be a major repair, the contractor shall provide consulting services at an hourly rate listed in the Schedule of Items.
Monthly:
• Conduct monthly sampling for total coliform. All sampling is to be done during the first or second week of the month. Contractor shall be responsible for delivering the tests to a
State-certified testing laboratory. See Section C.2.3 for system testing and reporting requirements. All test results shall be transferred on required ADEQ reporting forms and submitted to ADEQ with copies given to the COTR. All laboratory testing costs shall be the responsibility of the Contractor. Contractor shall provide to the COTR a monthly testing and monitoring schedule.
• Visually inspect the distribution system for leaks or damage.
• Conduct a monthly inspection of each system and complete and submit the ADEQ
Certified Operator Monthly Inspection Form. See Attachment 3.
• Visually inspect the control buildings, hydrants, curb stops and check for leaks, electrical hazards, chemical hazards, etc.
• Monitor, test, and record chlorine residual. Adjust ratio feeder as needed. Add 12.5 % sodium hypochlorite to the dilution tank (when needed). Record chlorine residual and date of test for each water system in a Contractor furnished logbook located in in the system control buildings.
• Visually check the well. Check for leaks, openings, electrical hazards, chemical hazards, etc. Check the pump(s) for proper operation.
• Visually check the water level of the treated water storage tank(s).
• Visually inspect the water tank(s) for leaks, damage, and security.
• Perform maintenance and minor repairs as needed. Maintenance and minor repairs are defined as work for regular upkeep of physical properties (buildings and equipment) including recurring, preventive, and on-going maintenance necessary to delay or prevent the failure of critical and non-critical building systems and equipment. Building operational costs are not considered routine maintenance. Examples of maintenance and minor repairs include, but are not limited to:
o Small equipment change-out (metering pumps, sensors, etc.)
o Replacing faulty seals on valves and metering pumps.
o Minor repair of components.
o Upgrades of components.
o Other activities planned and performed at regular intervals normally established by manufacturers or associations and based on testing or other evidence indicating the maintenance work is necessary to extend the life or prevent the premature failure of building components or equipment.
Yearly:
• Conduct campground WS System Seasonal ADEQ Start-Up Procedures according to
ADEQ regulations and submit the required ADEQ RTCR Seasonal Start Up Procedure
Certification form, including checklist. See Attachments 4 and 5.
• Conduct campground WS System Seasonal ADEQ Shut-Down Procedures according to
ADEQ regulations. See Attachment 5.
• Conduct yearly sampling for nitrate and nitrite. All sampling is to be in accordance with
ADEQ regulations. Contractor shall be responsible for delivering the tests to a State-certified testing laboratory. See Section C.2.3 for system testing and reporting requirements. All test results shall be transferred on required ADEQ reporting forms and submitted to ADEQ with copies given to the COTR.
As Needed:
• Perform routine housekeeping.
Results from the above tasks are to be recorded in the WS log book located in the treatment buildings.
Major repairs to the water system shall be the responsibility of the FS. Examples of major repairs include:
o Water well failure, no or low water.
o Well or booster pump failure.
o Leaks in water distribution system or devices.
o Main water line leaks in water treatment building.
o Repair or replacement of roofs, windows, doors.
o Electrical system failure such as transformers, circuit breakers, switches, receptacles, lighting.
However, prior to any major water system repairs, the COTR shall notify the Contractor via email or phone correspondence. Proposed repairs shall be reviewed and approved by the
Contractor prior to any work. If necessary, the Contractor shall inspect the repairs on an as-needed basis.
• Notify the COTR in a timely manner of any necessary supplies and chemicals needed such as pumps, controllers, or sodium hypochlorite. Any supplies and chemicals shall be the responsibility of the FS.
• Contractor is responsible for any testing equipment, personal protective equipment, and travel/per diem costs unless otherwise specified in this contract.
C.4 SUBMITTALS
See below for a list of required submittals for review prior to any water system operations.
Contractor shall provide submittals to the COTR.
1. Copy of the water operator’s ADEQ water system treatment and distribution certifications.
2. Testing lab name and State of Arizona certification.
3. Water System Operations/Maintenance Monthly Schedule
4. Copies of ADEQ:
• RTCR Seasonal Start-up Procedure Certification forms
• RTCR Certified Operator Monthly Inspection Monthly forms.
• RTCR Distribution Systems Monitoring forms.
• Drinking Water Inorganic Chemical Analysis Report forms.
C.5 PERFORMANCE PERIOD
The period of performance shall be 12 months after award (base) and shall include four (4) 12-month options to extend performance period.
