NOTICE OF INTENT
Solicitation: HTC711-23-Q-D006 Office: United States Transportation Command (USTRANSCOM) Title: I.H.S. Global Sea-Web Online Subscription
USTRANSCOM, TCAQ-D intends to issue a sole source, firm- fixed price contract, under Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items, and FAR Part 13 -Simplified Acquisitions Procedures, to IHS Global, Inc. to procure the SeaWeb Online Subscription. The associated North American Industry Classification System (NAICS) code for this requirement is 511210 and will be used for determining company size status. A sole source Justification and Approval document is being coordinated and, upon approval, a copy of it will be posted here on sam.gov to comply with the public display requirements of FAR 6.305.
The proposed contract action will provide Military Surface Deployment and Distribution Command (SDDC) the ability to support Integrated Booking System (IBS) inputs. The Sea-Web website is used to validate vessel data in the Lloyd’s Registry prior to adding the vessel to the IBS database in order to ensure accurate ship information is recorded prior to booking shipments. Data including Ship Name, IMO, Call Sign, Flag, Ship Type, Status, Operator, Gross, Ton, etc. This is essential to the government's requirement because the government can verify information on vessels that are used during the booking process to order commercial sealift to deploy and sustain the Joint Force. Currently, IHS Global, Inc. is the only proven source capable of providing the SeaWeb Online Subscription.
The resultant firm-fixed price contract will be for a 1-year base period and four 1-year option periods for a total of 5 years (60 months).
The statutory authority for other than full and open competition is 10 USC 3406 (c) (2), only one such contractor is capable of providing the services or property required at the level of quality required because the services or property ordered are unique or highly specialized. Companies that can provide this service must indicate their interest in writing within 5 business days of this announcement to Ms. Marnell C. Irby and Ms. Deborah K. Coombes. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal.
