Low Earth Orbit (LEO) Satellite Internet Testing Measures

Introduction

Low Earth Orbit (LEO) satellite Internet service will be evaluated at a limited number of Forest Service locations. The Forest Service requires affordable, fast, reliable, low latency Internet connectivity to meet the business requirements at locations with inadequate service.

Qualitative Measurements

1. Validate the ability to log on and sustain login using AnyConnect.

2. Document the operation of the following:

- Outlook (email)

- Internal USFS/USDA websites

- Teams Chat

- Box (Pinyon)

- Citrix applications (ArcGIS)

- T-Drive connectivity

- RCoIP

- AgLearn

- ConnectHR and all sub-links (EmpowHR, ETS2, and others)

- Paycheck8

- Software Center, to include updates

- Internet access with and without VPN

- CHD support, Dameware

3. Does the service support Microsoft Teams Meetings for video conferences for real-time collaboration and conversation between a group of peers up to 250 people on a call?

4. Does the service support the Team Meeting attendee’s ability to share webcam video, create a whiteboard, or share out their desktop?

5. Does the service function in heavy winds, heavy rainfall, ice, and snowstorms?

6. Is the service easy to install and maintain?

7. Does the service provide effective Customer Service?

8. Would you recommend the service to other Forest Service sites with no or poor Internet connectivity?

Quantitative Measurements

The objective is to perform regular quantitative tests of network throughput and latency for all sites participating in the Internet Pilot.

1. Constraints:

- Sites with no VPN will have a Forest Service VPN hardware client installed behind the LEO satellite Internet service. Due to security restrictions, no remote testing will be possible. LMR Network will coordinate with these sites individually to gather data.

- For sites with a VPN client, no non-standard configuration can be placed on the network equipment. As a result, full automated testing will not be possible. Semi-automated testing will be performed.

2. Test Plan:

- For non-VPN sites, LMR Network will coordinate with users to have them run in-depth speed tests from their machines. The tests will be performed utilizing https://speedof.me/ and https://testmy.net/. These sites are designed to test speeds using real-world scenarios. Instead of raw speed, they download and upload random html5 code to the machine, which more closely approximates typically observed speeds for the end-user. The tests will ideally occur during busy and slow times but are dependent on user availability.

- For VPN sites, 250KB, 5MB, and 50MB files will be transmitted by the LMR Network between the switch behind the VPN and a server in the VDC. Latency to the FS Intranet and public Internet will also be tested. These tests will occur every day at 0815, 1115, 1515, and 2115 local times. Transfer times will be recorded. The same tests will be run at non-VPN sites.

3. Tests will be run for four weeks. Non-VPN sites will ideally be tested contingent on user availability.

4. After the test period, results will be compiled for each site.
