BRAND NAME JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS

Glenair Electrical Enclosures

From: Bradley Scott (Code 6102)

To: Cognizant Code 02 Acquisition Branch (Simplified Acquisitions)

Subj: BRAND NAME JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND DELIVERY

REQUIREMENTS

This procurement is for brand name products, Glenair electrical enclosures for two DDG-51 class ships. The estimated value is fees plus shipping and will be delivered to NSWC Carderock for installation. Material must be delivered by Sept 30, 2020 in order to meet early FY21 shipyard availabilities.

2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON CONTRACTOR’S UNIQUE

QUALIFICATIONS OR NATURE OF THE ACQUISITION

Code 6102 requires Glenair electrical enclosures in order to support an upcoming Ship Alteration in FY21, Ship Change Document 6922. The materials will be provided as GFE for 2 DDG-51 class ships. These Glenair products are specified in the NAVSEA DWG 803-6983506, per General Note 7 in the drawing Glenair is the only approved manufacturer.

Substitution of any other product in this Ship Alteration would require the substitute products be evaluated against all of the applicable requirements for cost, schedule and technical adequacy as there are no direct form, fit, function replacements that adhere to MIL-PRF-24758A and NAVSEA DWG 803 requirements. Drawing changes, additional ship modifications and NAVSEA approval would be required for the substitution of these components adding cost increases and schedule delays to the DDG-51 Ship Alteration effort.

An award to an offerer for other than Glenair products described above would result in (a) substantial duplication of costs to the US Navy, which would not be recovered through open competition of minimum specifications and (b) unacceptable delays in the completion of DDG- 51 modernizations.

3. MARKET SURVEY

Market research was conducted in accordance with FAR Part 10 and Glenair was determined to be the only supplier of the needed materials. The electrical enclosures and conduits are commercially available products and five quotes were solicited from vendors.

4. ADDITIONAL FACTS

5. CUSTOMER SIGNATURE:
