SECTION 01010

SCOPE OF WORK

1. SCOPE OF WORK: Contract work shall encompass the following items of work as described in these specifications. This summary is not all-inclusive and delineates only those work items deemed as major to the contract. Ancillary work items not listed below, though necessary to attain the completed project, shall be included in the contract. Specifically, the contractor shall:

Furnish (where applicable) and install the following components.

1. Security Camera Install and Configuration:

a. Secure and lock-out source of supply for power where needed.

b. Dispose of any debris or other unneeded material IAW state and federal regulations.

c. Labor and Install :

1.) Remove existing CCTV system to include; four (04) existing cameras, and removal of all existing wiring, mounts, monitors, and computer, etc. All existing CCTV equipment remains Coast Guard property and shall not be removed from the premises. STA Rochester personnel will be responsible for disposal in accordance with CG Property Management Manual.

2.) Install CCTV equipment, or approved equivalent, capable of withstanding 24/7 marine environment conditions and harsh/ winter weather in accordance with CG technical requirements. Install sufficient quantity of new cameras to provide video surveillance of 100% of Station Rochester property.

3.) Provide/install new two (2) video monitors and computer system, in accordance with CG technical requirements at the Station’s Communications Room. The computer must manage and control all cameras of the CCTV system.

4.) System must provide 24hr. surveillance and video recording with storage capabilities a minimum of 30 days archive and ability to permanently store and transfer data.

5.) Provide one year warranty for all CCTV hardware and electronics

6.) CCTV system must meet all CG technical requirements. Contact COR for any discrepancies or questions of deviations of technical requirements.

d. Test system functionality and ensure all systems are working correctly prior to putting unit in service.

e. Remove lockout from power supply.

f. Report findings to Contracting Officer.

SECTION 01020

COORDINATION

1. INTERFERENCE WITH COAST GUARD OPERATIONS: Accomplish work in a manner that causes minimal impact on normal operations. STA Rochester will minimize the amount of traffic through the work area while work is being conducted.

2. THE CONTRACTING OFFICEER’S TECHNICAL REPRESENTATIVE

The Contracting Officer’s Technical Representative is:

a. BM1 Jesse Blakeway, (585) 342-4149

b. MKC Bradley Wilson( 585) 342-4149

3. GOVERNMENT FACILITIES AND UTILITIES: Electrical Power and Air Supply is available on the site. Restrooms will also be available at Sta Rochester Boat House.

4. MATERIALS AND LOCATIONS:

1. Materials shall be delivered to the jobsite in their original unopened packages, clearly marked with the manufacturer’s name, brand name, and description of contents. Storage shall be in accordance with manufacturer’s recommendations.

2. Contractor is required to comply with Federal, State and Local laws, codes and regulations. All subject Material Safety Data Sheets shall be available upon request.

5. SCHEDULE OF WORK: Upon arrival and completion of the workday the contractor must check in and out onboard Sta Rochester. Completion of work shall be accomplished within 30 Calendar days from receipt of notice to proceed. Normal work hours are 7:30 am to 4:00 pm. Weekends will be available on request by contractor. Alternate work hours must be approved by the Contracting Officer’s Technical Representative, (COTR).

SECTION 01030

SAFETY PROGRAM

1. GENERAL: The Contractor is wholly responsible for work site safety. The Contractor shall implement a safety program that protects the lives and health of personnel in the construction area, prevents damage to property, and avoids work interruptions. To accomplish this end, the Contractor shall provide appropriate safety barricades, signs, signal lights, etc. as well as complying with the requirements of all Federal, State and Local safety laws, rules and regulations.

2. Workmen shall wear proper personal protective equipment when required by Federal, State and Local safety laws.

3. The Contractor shall ensure all members of the working party have a valid identification to be displayed at the main gate at each entry.

SECTION 01040

GENERAL CLEANUP & SITE RESTORATION OF WORK AREAS

1. GENERAL: The Contractor shall remove and properly dispose of all trash and debris incidental to the contract work, from the limits of government property, as well as all adjacent affected areas. The Contracting Officer Technical Representative shall determine the extent and interval of these cleanups.

2. SITE RESTORATION: If at any time while performing the contract the Contractor causes damage or destruction to any portion of any Government facility or grounds; e.g., bulkheads, pavement, lawns, shrubbery, etc., it shall be the Contractor's responsibility to replace and/or restore the damage as approved by the Contracting Officer’s Technical Representative at no additional cost to the Government.

3. POST CONSTRUCTION CLEANUP: Upon completion of the job, the Contractor shall clean up the job site, returning it to a state of cleanliness equal to or exceeding that in which it was found. The Contractor shall properly dispose of any trash, extra materials, dirt, debris, or other litter that remains as well, with the exception of the old metal materials removed from the buildings. If the job site appearance is not to the satisfaction of the Contracting Officer’s Technical Representative, final acceptance will not be approved.
