JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SCIENCE APPLICATIONS INTERNATIONAL CORPORATION (SAIC)
NORTHEAST ZONE 1 REGION
MAINTENANCE, REP AIR, AND OPERATIONS (MRO) PROGRAM
1. Defense Logistics Agency (DLA) Troop Supp011, Construction and Equipment Supply Chai_h, is the contracting activity.
2. The action being approved is the award of DLA requirements on an Other than Full and Open Competition basis.
3. The proposed ac_quisition is for a bridge contract for a peiiod of 273 days to provide for the purchasing of facilities MRO supplies and associated incidental services. The Tailored Logistics Support Prime Vendor (TLS PV) contract provides for MRO materials and other supplies including, but not limited to: Heating, Ventilation and Air Conditioning (HVAC);
plumbing supplies (including bath and shower items); electrical products (including generators, wire, connectors, sockets, outlets, lights, etc.); tools of various kinds;
chemical, lubricating, and rubber products and products including same; construction supplies (including but not limited to cement, lumber and plywood, bricks, blocks, steel, aluminum, and other metal products, conduits, prefabricated structures, etc.); pel'imeter security items such as ba11'iers, barbed wire, conce11ina wire, and sand bags ( also used for erosion prevention); communication devices (such as walkie-talkies, two-way radios, etc.
used by maintenance personnel); and various other l\lfRO supplies and incidental services.
This action is for a bridge contract for the N011h.east Zone 1 Region, which consists of Maryland, Virginia, West Virginia, and Washington D.C. The proposed maximum dollar value based on current sales data is $90 million for a period of 273 days. The original five

Th� proposed bridge contract will have a period of performance of April 10, 2019 through January 8, 2020. If a competitively awarded contract is issued ahead of the projected timeframe and the contract guaranteed minimum of $50,000.00 is satisfied, delivery orders will no longer be placed under this bridge contract.
4. The statutmy authority permitting other than foll and open competition is 10 U.S.C. 2304(c)(l), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The proposed contract action is a bridge contract for the Northeast Zone 1 Region. The requisite MRO products and associated incidental services are deemed to be available only from the current contractor, SAJC, in the required timeframe. Award to any other source would result in unacceptable delays in fulfilling the Agency's requirements. SAIC has customer support representatives in place, supplier and transportation anangements in place, an understanding of customer requirements and the ordering process, and established systems interfacing with DLA Troop Supp01t.

It is essential that DLA Troop Suppo1t maintain the ability to purchase MRO supplies and associated incidental services, in the period from April 10, 2019 through Januaty 8, 2020.
This proposed bridge contract will ensure continuous contract coverage, providing for an unintermpted supply of vitally needed MRO supplies and incidental services throughout Northeast Zone 1. If this bridge contract is not awarded and coverage la ses DLA's
6. This requirement will be synopsized in FedBizOpps as required by FAR Stibpait 5.2. In addition, this justification will be made available for public inspection after award, in accordance with FAR 6.305.
7. As the Contracting Officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable based on price analysis, including comparison to available commercial pricing, General Services Administration (GSA) pricing, and other Government contracts.
8. With the exception of synopsizing this requirement, no additional market research will be conducted and no other firms will be solicited since the required supplies and services are only available from the incumbent contractor in the required timeframe.
9. There are no other facts supporting the use of other than full and open competition. The current contract with SAIC is required to supp01t customer requirements until a follow�on initiative is competitively awarded.
10. SAIC is the only established source to express an interest in this bridge contract.
