STATEMENT OF WORK FOR

Accelerated rate calorimeter system for battery electric vehicle safety assessment

SECTION 1 – BACKGROUND

Most underground mining operations use diesel-powered trackless mobile machines (vehicles). Mining vehicle manufacturers are quickly developing battery electric vehicles (BEVs) powered by lithium ion batteries to replace diesel powered vehicles in underground mining operations. The benefits of employing BEVs are arguably greater for mining than any other industry. The noise, heat, and odor generated from diesel engines negatively affect the underground work environment. Diesel emissions (carbon monoxide and dioxide, nitrogen and sulfur oxides, hydrocarbons, and particulates) pose a health hazard and have recently been classified as “Group 1: carcinogenic to humans” by the World Health Organization (International Agency for Research on Cancer, 2012). At the same time, the American Conference of Governmental Industrial Hygienists (2012) has reduced the NO2 threshold limit value from diesel engines from 3 to 0.2 mL/m3. Protecting workers underground from diesel emissions requires expensive (capital, operating, and maintenance costs) and electricity-consuming ventilation and cooling infrastructure, and other measures, such as diesel particulate filters and diesel oxidization catalysts.

It is necessary to understand the potential for fire or explosion in BEVs themselves, the potential to ignite ambient flammable atmosphere in gassy mines, and the rescue-ability of personnel. The adoption of BEVs can reduce the potential for fire by minimizing or removing diesel fuel from underground and hot engine sources of ignition.

However, there are unique issues associated with fighting a fire on a BEV, which should be identified to protect mine rescue personnel from harm. Depending on the battery chemistry, uncommon gases could be released into the general atmosphere during normal operation, charging, and fire that must be recognized. A high-temperature condition in the battery itself typically results from an external heat source or the voltage and/or current being out of the operating range. Temperatures exceeding 80°C can positively feedback to cause thermal runaway—exothermic reactions within the battery—which can ultimately lead to venting of hazardous and flammable gases, venting of flame, and potential explosion of the battery.

SECTION 2 – PURPOSE

The purpose of this acquisition is to support a government study to assess the ability of explosion proof (XP) enclosures to contain a pressurized Li-ion battery thermal runaway event. Another purpose is to support the study of lithium ion battery powered mining equipment fires to determine the appropriate fire suppression agents/systems and for developing guidelines for emergency response planning and management. An accelerated rate calorimeter (ARC) system will be used to study Li-ion battery thermal runaway heat release rates and pressures as a function of confinement within sealed enclosures used to house the battery. The research will employ ARC testing methods with various ignition chamber sizes and Li-ion cell chemistries. ARC tests with ambient methane-air atmospheres will be conducted to address over pressure hazards specific to gassy underground mines. The potential for ambient explosive atmospheres is a unique characteristic of the Li-ion battery hazard in gassy mines.

SECTION 3 – TECHNICAL SPECIFICATIONS AND SCOPE OF WORK

The vendor shall supply a dual assembly accelerated rate calorimeter (ARC) system with the following minimum technical specifications.

Large calorimeter Assembly for pressurized testing:

• Large calorimeter chamber, Size at least 40 cm by 40 cm

• Adiabatic control

• Temperature range of tracking to 300C and measuring to 1000C

• Detection to 0.02C/min with 1% accuracy

• Sealed lid with automatic release (electromagnets or other automatic device)

• Ports for calorimeter inerting and evacuation

• Integrated pressure measurement up to 10 bar

• External glass viewing port (with integrated Video facility)

• Integrated ports for current cables to allow up to 200 Amps / 10kW

• Port for extra sensors (to measure surface area) – up to 24 thermocouples

• All calorimeter ports fully sealed

• 7kW power supply for enhanced tracking and control

• Integrated video camera and lighting assembly

• 2 integrated high current cycler terminals

• Integrated gas collection port supplied with 60L gas collection bag. Includes replaceable glass cover for calibration

• Metal duct with ports for post test gas removal and sampling

• Integrated thermocouple port

• Integrated lower port for gas cooling, inert gas flushing, and gas evacuation Inlet and outlet lines with valves for gas handling (also allows for pressure equalisation prior to exotherm)

• Integrated port to allow controlled speed nail penetration and crush

• Additional fire proof ducting for safety testing of large capacity batteries

• Calorimeter heaters with power supply to at least 6000W (for fast tracking)

Standard Calorimeter Assembly for heat release measurments:

• Calorimetric unit comprised of circular chamber dimensions of 9cm x 10cm (internal)

• Maximum sensitivity 0.002°C/min

• Operating temperature to ambient to 600°C

• Bomb Thermocouple

• 1/8" Through Tube

Safety requirements of system:

• The system/calorimeter must be contained inside an EXPLOSION PROOF outer BLAST BOX

• The Blast Box must have extraction facilities under computer control

• The Blast Box must have hardware and software controlled safety interlocks

• The Blast box must have large volume and of size near 2m by 2m by 1m – to allow working inside and housing inside other equipment

• The Blast Box must be such to eliminate potential for gas escape to the laboratory

Calorimeter Stand:

• Electronic chassis cabinet with electronics support unit and power supply unit, and associated cables and connectors

• Real time workstation controller

• Flat Screen Monitor, keyboard, mouse

• Software for system control

• Software for PC ‘virtual instrument’

• Software for data analysis

Battery cycler for automatic cycling batteries:

• 10 volts, 5 amps

• A user override facility is to be provided

• Leads provided and set-up to extrude into the blast box

• voltage/current cables

• Operates as an integrated unit with Integrated Support Electronics

Nail Penetration & Crush with Integrated Support Electronics:

• Fully integrated control and data collection software

• Interchangeable steel tips:

• 5 nail tips (3mm diameter by 50mm length)

• 1 crush tip (3mm x 20mm surface area)

• 2 pneumatic steel cylinders (1 for nail penetration test, 1 for crush test)

• 1 support frame with inserts to adjust sample height:

• frame for sample size 26650 cylindrical

• Solenoid valves and pressure cylinder assembly and bracket

• Long flexible pressure hose (stainless Steel)

Gas/Vapour sampling system for transfer release at a specified temperature through an automatically operated ball valve into collection cylinder.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any

10 | P a g e shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the

CDC0_G008 Contracting Officer’s Representative (COR) (Jul 2017)

Performance of the work hereunder shall be subject to the technical directions of the designated COR for this contract.

As used herein, technical directions are directions to the Contractor which fill in details, suggests possible lines of inquiry, or otherwise completes the general scope of work set forth herein. These technical directions must be within the general scope of work, and may not alter the scope of work or cause changes of such a nature as to justify an adjustment in the stated contract price/cost, or any stated limitation thereof.

In the event that the Contractor believes full implementation of any of these directions may exceed the scope of the contract, he or she shall notify the originator of the technical direction and the Contracting Officer, immediately or as soon as possible, in a letter or e-mail separate of any required report(s). No technical direction, nor its fulfillment, shall alter or abrogate the rights and obligations fixed in this contract.

The Government COR is not authorized to change any of the terms and conditions of this contract. Contract changes shall be made only by the Contracting Officer by properly written modification(s) to the contract.

The Government will provide the Contractor with a copy of the COR delegation memorandum upon request.

CDCP_G009 Contracting Officer (Jul 1999)

(a) The Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds. No person other than the Contracting Officer can make any changes to the terms, conditions, general provisions, or other stipulations of this contract.

(b) No information, other than that which may be contained in an authorized modification to this contract, duly issued by the Contracting Officer, which may be received from any person employed by the United States Government, or otherwise, shall be considered grounds for deviation from any stipulation of this contract.

CDC42.0002 Evaluation of Contractor Performance Utilizing CPARS (Apr 2013)

In accordance with FAR 42.15, the Centers for Disease Control and Prevention (CDC) will review and evaluate contract performance. FAR 42.1502 and 42.1503 requires agencies to prepare evaluations of contractor performance and submit them to the Past Performance Information Retrieval System (PPIRS). The CDC utilizes the Department of Defense (DOD) web-based Contractor Performance Assessment Reporting System (CPARS) to prepare and report these contractor performance evaluations. All information contained in these assessments may be

13 | P a g e used by the Government, within the limitations of FAR 42.15, for future source selections in accordance with FAR

15.304 where past performance is an evaluation factor.

The CPARS system requires a contractor representative to be assigned so that the contractor has appropriate input into the performance evaluation process. The CPARS contractor representative will be given access to CPARS and will be given the opportunity to concur or not-concur with performance evaluations before the evaluations are complete. The CPARS contractor representative will also have the opportunity to add comments to performance evaluations.

The assessment is not subject to the Disputes clause of the contract, nor is it subject to appeal beyond the review and comment procedures described in the guides on the CPARS website. Refer to: www.cpars.gov for details and additional information related to CPARS, CPARS user access, how contract performance assessments are conducted, and how Contractors participate. Access and training for all persons responsible for the preparation and review of performance assessments is also available at the CPARS website.

The contractor must provide the CDC contracting office with the name, e-mail address, and phone number of their designated CPARS representative who will be responsible for logging into CPARS and reviewing and commenting on performance evaluations. The contractor must maintain a current representative to serve as the contractor representative in CPARS. It is the contractor’s responsibility to notify the CDC contracting office, in writing (letter or email), when their CPARS representative information needs to be changed or updated. Failure to maintain current CPARS contractor representative information will result in the loss of an opportunity to review and comment on performance evaluations.
