The Centers for Disease Control and Prevention (CDC), Nation Centers for Environmental Health, Division of Laboratory Sciences, Emergency Response Branch intends to award a sole source firm-fixed price equipment purchase contract to Waters Corporation, 34 Maple St. Milford, MA 01757. This contract will be for 120 days from time of award.
The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement.
The Waters Corporation is the only company able to provide the specific type of SPE plates, cartridges and UPLC columns needed for CLIA methods continuity. The list of requested consumables are proprietary items from this vendor and were specifically used to develop, chracterize and validate CLIA methods in the Emergency Response Branch (ERB) Lab. In order to assure method continuity, quality, and reliability it is necessary to obtain the specific items listed in this request to fulfill ERB’s mission and to be in compliance with CLIA requirements for method continuity.
Waters Corporation is the only source to can provide the columns and plates.
The NAICS code is 334516 Analytical Laboratory Instrument Manufacturing with a size standard of 1,000 employees.
No solicitation will be posted to FedBizOpps. We will only issue a solicitation to Waters Corporation. Waters Corporation is the only source available to provide this equipment that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer.
Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement. All responses must be sent in writing to Ms. Genesika Carter via email to fkn7@cdc.gov using solicitation number 2017-Q-67064 in the subject line, no later than 12:00pm Eastern Time, July 5, 2017.
