Statement of Work

1) Background: The National Personal Protective Technology Laboratory (NPPTL), National Institute for Occupational

Safety and Health (NIOSH), Center for Disease Control and Prevention (CDC) conducts research and respirator approval activities in a variety of areas. The scientific staff within the Evaluation and Testing Branch (E&TB) of the NPPTL conducts respirator performance evaluations in support of the Conformity Verification and Standards Development

Branch (CVSDB) and NPPTL’s respirator approval program. Much of this testing involves environmental conditioning of respirator protective devices (RPD), PPE performance evaluations with human subjects, and method development testing in support of the NPPTL standard development activities. A compressed air source is required for test system process operations and to provide breathing air for human test subjects, after the proper filtration is performed.

Therefore, the NPPTL intends to purchase a compressed air system that is constructed to conform to the required

Technical Specifications outlined in this document.

2) Requirements:

a) General Requirements: The vendor shall provide:

i) A compressed air system. This compressed air system shall conform to the technical specifications as outlined in this document.

(1) Compressor system shall be installed in a large weatherproof container that will be positioned outside of the building. Vendor shall provide the container, container base/foundation, compressor system and installation, compressor controls and assembly, delivery, and all connections to the building infrastructure.

ii) Installation services. This includes connection of compressed air system utility services to existing building utilities. The compressor system and associated equipment will be located on the west side of Building 40 (see attached drawing) and the vendor shall allow for:

(1) The proper delivery and stable placement of the container housing the compressed air system and associated equipment.

(a) Vendor will be required to set container in place.

(b) Vendor will select the best location in the parking area to place container and will get approval from the COR.

(c) Vendor will be required to provide container leveling using concrete pad or concrete leveling piers, the container must be level and stable.

(2) The vendor shall ensure the proper connection of the compressed air system to necessary building utilities and shall include:

(a) Equipment in container should be pre-wired to a single connection point and vendor will need to provide system electrical connections to the closest building electrical distribution panel (Breaker will be provided by government) 480 volt, 3 Phase, 60 Hertz is available and preferred source along with single connection to container preferred.

(b) Condensate from the container must exit the container towards the rear of the parking area. (The site maintenance contractor will connect this to a drain.)

(c) Vendor shall provide the main air supply line from container to a point just thru the wall of the building and install a manual main air shutoff valve (line and valve shall be sized to handle the required 200 CFM).

(3) Shop drawings for approval to verify locations of utility and air connections, etc. shall be submitted and approved before work can begin. Shop drawings shall include:

(a) Plan view of compressor system, associated equipment, compressor controls and/or control panels, electrical power line routings, access doors to equipment, compressed air line routings, condensate line routings with respect to the container that will house these components. Drawings shall be to scale and show all dimensions.

(b) Elevation view of compressor system, associated equipment, compressor controls and/or control panels, electrical power line routings, access doors to equipment, compressed air line routings, condensate line routings with respect to the container that will house these components. Drawings shall be to scale and show all dimensions.

(c) Electrical power and control schematics

b) Specific Requirements: The vendor shall provide a compressed air system with the following:

i) Physical description/characteristics:

(1) The specified compressed air system container with the following:

(a) Maximum overall exterior dimensions of the container shall be 21’ L x 9’ W x 10’ H.

(b) Access door or doors large enough to facilitate removing/replacing each compressor and associated components, without removing additional components.

(2) The interior of the compressed air system container shall have the following:

(a) L.E.D. interior lighting.

(b) Two (2) duplex 120V/1P/60HZ, 20 AMP electric outlets

ii) Performance Requirements for the compressed air system

(1) Compressor system will include 100% redundancy of compressor and dryer components.

(2) Operating peak pressure of 150 psi.

(3) Deliver 200 cfm of compressed air or greater, rated at 125 psi, with a peak pressure of 150 psi.

(4) Shall include that the system shall have an air receiving tank sized to prevent short cycling of the compressor system.

(a) Automatic tank drain valve.

(5) Air must meet or exceed CGA G-7.1 / OSHA 1910.134 Grade D air standard. This can be through the addition of a filtration system or through compressor design.

(6) Monitors and alarms for dew point and carbon monoxide measurement.

(7) Automatic lead/lag switching between compressor/dryer systems

(a) Scheduled/programed transfer with manual override.

(b) Low-flow or low-pressure alarm transfer

(8) Low-flow or low-pressure alarm.

(9) Refrigerated type air dryer.

(a) Dryer should be a standalone unit and not integral to the compressor. The dryer shall be housed in the same container.

(10) Variable speed compressor design.

(11) Appropriate container temperature control.

(a) Container ventilation fan and ductwork, if necessary for high heat load.

(b) Container heating, if necessary for cold weather operation.

(12) A ½” valve should be installed after each air receiving tank or tanks, appropriate for collecting air quality monitoring samples for testing.

(13) Provider will install one (1) emergency stop button to shut down the compressor system, the button will be located inside the current facility chamber area (exact location will be determined by the COR)

iii) The following shall be provided by the vendor as part of the compressed air system and associated equipment installation:

(1) This compressor project is to be “Turn Key” in which the vendor is required to supply the compressed air system plus all labor required for the complete installation and startup.

(a) The vendor shall be responsible for reviewing and verifying the physical location to install the weatherproof container, compressors, dryer, and any related component parts.

(b) The vendor shall connect to existing facility utilities.

(c) The vendor shall make all necessary wall penetrations, including re-sealing of the penetrations.

(d) The vendor shall perform connections of all electrical power wiring as per the current edition of the

National Electrical Code.

(e) The vendor shall provide a certificate of air analysis showing that the completed system meets the air quality standards stated above.

iv) The following Warranty information shall be provided with the vendor’s proposal:

(1) Parts, labor, and preventative maintenance

(2) Controls warranty

(3) Motor compressor warranty
