Questions and Answers
1. Question: Please clarify what tasks are expected of the contractor for the preliminary planning regarding GRADE analysis that is mentioned under “ Specific Outcomes/Expected Outcomes”.
Answer: This is part of the expected outcomes from needs assessment, but specifically required using GRADE (Grading of Recommendations Assessment, Development and Evaluation) approach for systematic literature review and grading evidence for treatment and management of ME/CFS.
2. Question: For the development of CME courses and medical student curricula, is the contractor expected to develop the full curriculum or just the initial steps – outline and learning objectives?
Answer: The contractor shall take initial steps, facilitate the technical development workgroup, and provide technical support in developing the full curriculum.
3. Question: For the development of a new web page, is the contractor expected to provide web programming support in addition to the content development for the web page?
Answer: Content development only – relying on expertise and decisions of steering committee and workgroups.
4. Question: For the development of a brochure, fact sheet and other materials, is the contractor expected to provide a camera-ready final produce or only the content for these materials?
Answer: Content only as for #3.
5. Question: For the in-person meeting in Task 4, is the contractor expected to cover travel expenses for sponsored attendees? If yes, please provide an estimated number of travelers.
Answer: Yes, 15-20 depending on the meeting location.
6. Question: For the in-person meeting in Task 4, is the contractor expected to provide non-federal attendees with an honoraria for attending and participating in the meeting?
Answer: No honoraria are anticipated.
7. Question: Does the government anticipate that OMB-PRA clearance is needed for the Needs Assessment? Will we need to survey/interview more than 9 non-federal individuals?
Answer: It depends on the methods or tools for the needs assessment. For online surveys or interviews (focus groups or not), projects that involve the collection of information from 10 or more individuals and are funded by a contract will be subject to review and approval by the Office of Management and Budget (OMB) under the Paperwork Reduction Act
(PRA).
