SECTION C
STATEMENT OF WORK
C.1 PURPOSE
The GE Multilin protective relays located in the medium voltage switchgear in Building 111 at the CDC Chamblee are at the end of their operational life cycle. Failure of these relays would render the electrical system unstable and could result in the loss of power to CDC Chamblee campus. This project is to cover the replacement of the relays as outlined in the scope of work below.
C.2 SCOPE
1) This task is to replace:
a. Quantity 24 – GE Multilin 750 Feeder Management Relays
b. Quantity 2 – GE Multilin 745 Transformer Management Relays
2) The vendor shall provide new relays that have never been in prior service. The relays shall be acquired through the GE Multilin exchange program. The vendor shall be responsible for securing the existing relays and returning them to GE as a condition of the GE Multilin exchange program.
3) The vendor shall retrieve the data files from each of the existing relays using GE Enervista software. These data files contain the system set-up and protective settings relative to each relay relative for the breaker it serves. The specific data file shall then be transferred to the proper replacement relay, once installed. The vendor shall be responsible for correctly transferring the data files.
4) The vendor shall test the new relays in accordance with NETA-ATS-2013 Section 7.9.2-Protective Relays, Microprocessor Based. The data files shall be used for performing this testing. The vendor shall be allowed to perform the testing in their in-house shop.
5) Once onsite, the vendor shall validate the metering data on the relay’s display as well as the status of the LEDs for each relay. They shall also perform insulation resistance testing per manufacturer’s recommendations and a trip test to verify proper breaker control. The vendor shall also validate the relay is communicating proper back to the monitoring network.
6) After testing, the vendor shall install their sticker indicating the test date and the relay pass/fail status.
7) The vendor shall furnish all materials, labor, equipment, and transportation to/from the site necessary to ensure oversight services throughout the accomplishment of this task.
C.3 REQUIREMENTS
1) Upgrade Feeder 750 Relay
a. Upgrade existing GE 750 Multilin Relay to current production model to allow for latest firmware version to be utilized.
b. New relay will be provided from factory with calibration certificate.
2) Upgrade Transformer 745 Relay
a. Upgrade existing GE 745 Multilin Relay to current production model to allow for latest firmware version to be utilized.
b. New relay will be provided from factory with calibration certificate.
3) Vendor personnel shall be qualified to operate their equipment and thoroughly familiar with its use. They shall be sufficiently experienced to detect any equipment abnormalities or questionable data during the performance of the tests.
4) Vendor personnel shall be responsible for complying with NFPA 70E and come equipped with the proper PPE to safely conduct testing.
5) The vendor shall perform all onsite work during regularly scheduled CDC business hours. It may only occur
Monday thru Friday between the hours of 7:00am and 5:00pm.
C.4 DELIVERABLES
1) The vendor shall submit a final report to include test parameters, test data, as found and as left set points for each relay.
2) The final report shall include the model number, serial number, firmware revision and software revision for each relay.
3) The final report shall include a copy of the settings specific to each relay.
4) The final report shall include all test results from both their in-house testing and the field testing.
5) The final report shall include any problematic findings and recommended corrective action. It shall also detail any corrective action performed on site that were necessary in order to ensure a fully functioning system.
6) The vendor shall submit the final report in hardcopy and electronic format within thirty (30) days of completing the installation.
C.5 PAYMENT
Payment shall be made after the completion of the relay installations, submission of the final report and acceptance of the final report by the Technical Point of Contact.
C.6 Evaluation and Minimum Requirements:
1) The vendor’s years of experience performing this work or similar type work on switchgear
2) The staff’s technical expertise and their years of experiencing in performing electrical testing & electrical equipment maintenance
3) Past performance with CDC and other federal agencies
4) The vendor’s full-time staff of technicians. It doesn’t have to list specific names, but general identification of engineers, electricians, technicians and/or journeymen on staff. Sub-contracting is not permitted.
C.7 Site Visit
A site visit can be accommodated if requested.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller
General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the
Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—

CDC37.0001 Non-Personal Services (April 2013)
(a) Personal services shall not be performed under this contract. Although the Government may provide sporadic or occasional instructions within the scope of the contract, the Contractor is responsible for control and supervision of its employees. If the Contractor (including its employees) believes any Government action or communication has been given that would create a personal services relationship between the Government and any Contractor employee, the Contractor shall promptly notify the Contracting Officer of this communication or action.
(b) The contractor shall comply with, and ensure their employees and subcontractors comply with, CDC Policy titled “Identification of Contractors' Employees and Safeguarding Government Information.” No Contractor employee shall hold him or herself out to be a Government employee, agent, or representative. No Contractor employee shall state orally or in writing at any time that he or she is acting on behalf of the Government. In all communications with third parties in connection with this contract, Contractor employees shall identify themselves as Contractor employees and specify the name of the company for which they work. . The contractor is limited to performing the services identified in the contract statement of work and shall not interpret any communication with anyone as a permissible change in contract scope or as authorization to perform work not described in the contract. All contract changes will be incorporated by a modification signed by the Contracting
Officer.
(c) The Contractor shall ensure that all of its employees and subcontractor employees working on this contract are informed of the substance of this clause. The Contractor agrees that this is a non-personal services contract;
and that for all the purposes of the contract, the Contractor is not, nor shall it hold itself out to be an agent or partner of, or joint venture with, the Government. The Contractor shall notify its employees that they shall neither supervise nor accept supervision from Government employees. The substance of this clause shall be included in all subcontracts at any tier.
(d) Nothing in this clause shall limit the Government's rights in any way under any other provision of the contract, including those related to the Government's right to inspect and accept or reject the services performed under this contract.

FAR 52.212-2 -- Evaluation -- Commercial Items. (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the Lowest price technically acceptable responsible offeror.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
