This solicitation amendment is issued to accomplish the following:

Questions and Answers

1. Who is responsible for off-loading of the equipment from the truck(s)?

The chamber supplier is responsible for unloading all of the equipment from the truck. As stated in the Statement of Work in section (2)(b)(iii)(1), “The chamber project is to be “Turn Key” in which the vendor will supply the chamber, plus all labor required for the complete installation and startup, including one (1) day operator training.”

2. Who is responsible for rigging equipment into position?

The chamber supplier is rigging the equipment into position. As stated in the solicitation in section (2)(b)(iii)(1), “The chamber project is to be “Turn Key” in which the vendor will supply the chamber, plus all labor required for the complete installation and startup, including one (1) day operator training.”

3. What are the foundation requirements for the chamber and support equipment, including the level floor for the chamber and pads for outdoor equipment?

As stated in section (2)(a)(ii)(1) of the Statement of Work, the vendor shall provide, “The proper stable placement of the environmental chamber (building has a concrete floor).” With regard to any outdoor pads, section

(2)(b)(i)(6) states, that the remote condensing unit “shall be remote and mounted outside building on pre-fabricated pad.”

4. Will the necessary utilities required to run the chamber be provided by NIOSH if the utilities listed are not adequate to meet the specification? See my note (2.a.ii.3), does “provide any changes” mean [the chamber suppliers] are responsible for notifying you of the required utilities, or for actually making the site changes to the utilities listed if they are not adequate?

The Statement of Work states in section (2)(b)(iii)(1)(a), “The vendor shall be responsible for reviewing and verifying the physical requirements to install the chamber and to connect to the existing utilities available in the building (B-40) to make the chamber fully operational.” Section (2)(b)(iv) of the Statement of Work lists all of the utilities that will be provided by NPPTL/NIOSH. These utilities will be available within 10 ten feet of the chamber equipment. Therefore, if the utilities listed in section (2)(b)(iv) are not adequate to run the chamber, the chamber supplier will be required to “provide any changes required to operate your proposed equipment” as stated in section (2)(a)(ii)(3). “Any changes” is in reference to the utilities. The chamber supplier is required to ensure that the chamber is fully operational and meets the performance requirements. (NIOSH can provide the following utilities within 10 feet of the chamber city water hot and cold, compressed air, and sanitary sewer elevated above floor level, power 120V/1/60, 208V/1/60, 208V/3/60, 480V/3/60 ampacity as required by vendor’s product)

5. Where should the condensate pump be placed?

Section (2)(b)(iii)(c) states that the vendor will need to provide and install a small condensate pump to collect evaporator condensation and humidifier overflow and drainage to pump overhead to discharge to a sanitary sewer. The vendor will select where the pump unit will be placed to work with their equipment.

6. Are contractors able to access the rear of the building?

Yes. There is a pathway in the rear of the building that will be leveled for contractors to access the rear of the building. Some gravel will be put down and two (2) trees will be removed for better access.

7. Is the chamber supplier responsible for the connecting the compressor to the chamber when the compressor is outside?

Yes. The contractor is responsible for drilling through the metal wall in order to make the connection.

8. Where should the humidity exhaust be directed?

The humidity exhaust can be vented to the outside of the building.

9. Is the contractor required to supply any additional HVAC for the building?

No. There are window AC units currently in the building where the environmental chamber will be placed.

10. There is a trench in the floor where the environmental chamber will be placed. Will this be filled? Is it the contractor’s responsibility?

The trench will remain in the floor and NIOSH will install new metal grates. These grates will be leveled and welded down to the floor. As stated in the Statement of Work, it is the contractor’s responsibility to ensure “the proper stable placement of the environmental chamber.”

11. Can the trench in the floor be filled with concrete?

No. The trench will remain in the floor and new metal grates, as indicated above, will be provided by NIOSH and will be leveled and welded down to the floor.

12. There is an overhead crane in the building where the environmental chamber will be placed. Will the crane remain in operation?

No. The crane will remain in the building for the time being, however, it will be “parked” on the tracks so the crane will not reach the area where the environmental chamber will be located.

13. Does the pre-chamber have to be climate controlled?

Yes.

14. How can we get the equipment inside the building?

There is a garage door that can be used. The garage door is 12ft wide and 10ft high. The garage door is ground level.
