Questions and Answers (Q&As) Solicitation 200-2015-N-17174

1. Page 2 of 57, Section B, Supplies Or Services and Prices/Costs table.

Question: For Travel and Per Diem costs in accordance with Section X described in Section C in the Performance Work Statement, should Offerors include these costs as a separate line item in the proposed budget? Please also clarify if it is required or not required to enter these costs into the Integrated Conference Approval Portal (ICAP) at the time of submission of the proposal (or only upon approval of such travel when the contract is awarded)?

Answer: Travel cost should be a separate line item in the proposed budget. It is not required for the contractor to enter anything in ICAP. This is a requirement of the project officer only if travel is a result of attending conferences.

2. Page 11 of 57, Section C.V., Estimated Level of Effort.

Question: Can you provide an overall estimate of the level of effort anticipated for the contract that supplements the example shown in this section?

Answer: This is a performance-based requirement. The hours listed are a good representative sample of the overall level of effort.

3. Page 14-15 of 57, Section C, Performance Work Statement, XIII. Performance-Based Matrix, Desired End Result #4.

Question: The due date for “The required performance level for each feature (Standard)” states “Monthly report on services provided within 10 days after the end of the month” which seems to be inclusive of all of Task 4 (Task 4.1 and 4.2) described on page 9-10 of 57. However, on page 2 of 57, Deliverable #6, in the Key Deliverables table in Section B1., the due date for a similar deliverable is stated as “Within 15 calendar days after each visit.” This statement seems to apply accurately to Task 4.2, but not all of Task 4.

Would the CDC please clarify which deliverables should be addressed (e.g., Task 4.1 and 4.2 or just one of them) and which due date applies?

Answer: The statement in the Performance matrix applies to the report of the technical assistance provide to the struggling states. The timeframe should be “within 15 days” after the visit.

4. Page 55 of 57, Section L7, Past Performance Information (Jan 2000).

Question: In subsection (b), the second sentence indicates that the offeror should include all contracts currently in process for both the offeror and all proposed major subcontractors. Given the immense number of potential contracts this would include, may we include only selected contracts currently in process that are relevant to the proposed work?

Answer: Yes, only selected contracts that are relevant to this requirement will suffice.
