Evaluation Factors for Award

1. Evaluation of Proposals

This section is intended to explain the rationale and precise criteria by which proposals resulting from this solicitation will be evaluated. Offerors are advised that they are not restricted as to the content presented in their proposals, as long as sufficient information is provided to allow evaluation of specific proposal elements defined below.

2. Relationship between cost or price and technical strength The successful offeror will be chosen primarily on the basis of their ability to successfully perform these services as demonstrated in their technical proposal. The CDC will also consider the total cost to perform these services in making its award decision. However, in making the award decision, technical excellence will be more important than cost and the government reserves the right to make award to the offeror whose proposal provides the best value to the government, even if that offeror did not offer the lowest cost bid.

3. Technical Evaluation Criteria The proposal will be evaluated according to the following criteria in descending order of importance:

a. Demonstrated expertise of the proposed administrator in the administration of equivalent or substantially similar programs;

b. Past performance in performing similar programs, including appropriate references;

c. Total start-up costs (if any); and;

d. The fixed percentage that the contractor intends to draw as reimbursement for its services.
