Statement of Work
“360 Mining Classroom Training Simulator and Continuous Miner Module.”
The services contemplated under this contract are considered to be an Other Function as defined by the Office of
Federal Procurement Policy in OFPP letter 11-01 and by HHS in Acquisition Policy Memorandum 2012-01.
BACKGROUND
A Cube simulator hardware setup and a continuous miner training module are needed to facilitate OMSHR research activities. The simulator and module will be used to produce realistic, immersive, and controlled mining scenarios involving the continuous miner operator (and potentially other positions with the purchase of additional software packages and hardware). The sizing of the cube is designed to provide an enclosed feel similar to an underground and/or cab environment. The continuous miner training module will be designed to be used as a research tool to assess participants’ performance of several critical tasks under varying informational situations.
Because non-permissible electronics cannot be used in the underground environment, this hardware setup facilitates cognitive workload, performance metrics, and position related measurements in an environment that is as close to real-life as possible. Therefore, it will be used in conjunction with other research measurement equipment.
The government understands that some of the software features will require additional development or slight modification. Please be sure to indicate how all the features will be met and whether they are already included with previously released versions or not. The development and final approval of the software features will require an iterative work process with the government to verify completion as a part of this contract. An explanation of this process is given in the scope of work below.
TECHNICAL REQUIREMENTS
HARDWARE FEATURES
The following features are required to be included in the hardware setup of the simulator itself. In the submitted response, please be sure to explain briefly how each feature is accomplished in the product and/or provide a drawing, picture, or video demonstrating such as appropriate. A manufacturer’s specification sheet for an included item may be appropriate as well.
a. 360 degree horizontal field of view
b. At least 60 degree optimal vertical field of view
c. Stereoscopic projection, with a minimum resolution of 5120 pixels horizontally and 800 pixels vertically
d. Between 7 x 7 foot and 10 x 10 foot square simulation environment area (internal footprint)
e. External space requirements of less than or equal to a 20 x 20 foot horizontal footprint
f. Consistent image brightness, contrast, and color across all display surfaces
g. At least 30 FPS per eye rendering
h. A motion tracking system that
a. Can track position and orientation of at least 6 unique objects
b. Can track position and orientation of head of at least a 6’6” tall person
c. Can be setup in less than 5 minutes
d. Is compatible with retro-reflective clothing
i. At least 4.1 surround sound audio
j. The ability to freely walk around the full simulation environment area
k. The ability to quickly connect a motion platform in less than 5 minutes (motion platform not included)
l. External and internal audio isolation
m. External and internal light isolation
n. Incorporates a single PC rendering solution
o. Meets all US electrical and mechanical safety standards
p. Wireless integration with the JOY X3 (lightweight) remote (includes OEM controls and casing)
SOFTWARE FEATURES
The following software features are required to be included in the continuous miner operator simulation. Please be sure to describe how each feature is being met using screenshots, videos, or demo software where appropriate.
Features may be developed or tweaked as a part of this bid. The development and review process is described in the scope of work section.

i. Underground mining simulation training scenarios for the operation of the JOY 14CM15 including the following features:
a. A visually and spatially accurate model of the JOY 14CM15
b. The ability to visually inspect the exterior of the Joy 14CM15
c. The ability to hear all the alerts / machine alarms as specified by the original equipment manufacturer
d. The ability to cut material with the continuous miner in a realistic fashion and to the specifications defined by the original equipment manufacturer where:
i. The machine responds appropriately based on whether rock bands or coal are being cut
ii. The user can operate all of the necessary machine components
iii. The user can hear changes in pitch as you are cutting through different material and as the machine state changes (i.e. dull bits, motor failure)
iv. The user can see changes in dust levels as you are cutting through different materials and as the state of the machine changes (i.e. dull bits, sprayer malfunction)
e. The ability to tram the continuous miner in a realistic fashion and to the specifications defined by the original equipment manufacturer where:
i. The machine moves appropriately based on the surrounding physical features
(i.e. does not tram through walls, changes orientation with ground slope, interacts with accumulated coal)
ii. The user can operate all of the necessary machine components
iii. The user can hear changes in motor activation, load, hydraulics, and electrical and mechanical delays based off machine state and the situation in which it is occurring
f. The ability to observe changes in the hydraulic flow rate to tracks, cutting head, and other hydraulic components, based off machine state and the situation in which it is occurring, as to the specifications defined by the original equipment manufacturer
g. The ability to operate the continuous miner with and without proximity detection according to the original equipment manufacturer recommended red zones
h. The machine operator will be able to interact with the trailing cable of the continuous miner during operation and place change by gesturing as required to keep the cable appropriately tensioned.

[The intent of this criterion is to ensure that measures of operators during miner simulation account for interruptions, distractions, and machine damage that commonly occur during this activity while maintaining as much realism as possible]
i. The machine operator will be able to send out a sniffer or probe to take methane readings at the face prior to the start of the machine and at programed time intervals (every 20 minutes according 30 CFR § 75.362)
j. The ability to interact with an AI simulated shuttle car using standard cap lamp signals via tracked head movement
k. The ability to interact with scenario integrated and trainer triggered events during operation and place change including machine events, environmental events, and machine failures
l. The ability to detect and record operator errors related to machine operation, maintenance, and safety as listed below
m. The ability to monitor and record production metrics by session and by cycle including cycle time, mass cut, mass spilled, distance, cut control, and machine state

EVENTS AND ERRORS
a. Events
1. Machine Events: The researcher will be able to minimally select from the following events which focus on failure of the machinery, to assess the machine operator’s response. Events will include:
i. Broken Torque Shaft – Causes the cutter head to stop spinning, while the motor is running
ii. Conveyor Boom Failure – Causes the conveyor boom to stop responding to any user input
iii. High Methane – Causes the methane detector display to start to increment indicating an increase in methane levels where at 1% Methane the LED display will begin to flash, at
2% Methane the LED display will continue to flash and the Continuous Miner will de-energize
iv. Left Tram Failure - Causes the left tram motor to fail to respond to any user input
v. Right Tram Failure – Causes the right tram motor to fail to respond to any user input
vi. Low Water Pressure – Causes a decrease in the water sprays output
vii. Hydraulic Leak – Causes the cutting head and conveyor boom operations to stop working and responding to any user input
viii. Bit Failure –Causes drastically reducing cutting effectiveness
ix. Scrubber Failure – Causes drastically reducing visibility
x. Material Accumulation –Causes drastically reducing cutting effectiveness
2. Environmental Events: The researcher will be able to minimally select from events which focus on an unexpected environmental event to assess the machine operator’s response. Events provided will include:
i. Methane Ignition
ii. Face Explosion
iii. Fan outage
iv. Tube Fall
v. Curtain Fall
vi. Rib Roll/Roof Fall
vii. Rib Roll/Roof Fall (no deterioration)
viii. Roof Crack
3. Operator Errors: The researcher will be able to minimally enable or disable tracking and notification of errors in machine operation to assess the machine operator’s performance.
Possible errors will include:
i. Conveyer Collision - Conveyor boom of the continuous miner collided with another machine
ii. Machine Collision - Continuous miner collided with another machine
iii. Severe Machine Collision - Operator collided with another machine with excessive force
iv. Rib Collision - Operator collided with the rib with excessive force
v. Power Cable Damaged - Operator ran over their power cable with the continuous miner
vi. Operating Cutting Head Without Water - The cutting head motor is energized without water turned on
vii. Shearing Up - Operator is shearing up with the cutting head while sumped greater than
10cm
viii. Under Unsupported Top - The operator walked into an area that does not have roof support
ix. Entered High Risk Area - Operator has approached the continuous miner and is in a high risk area (yellow proximity zone)
x. Entered a Red Zone - Operator has approached the continuous miner and is in an extreme risk area
xi. Failure to take methane
1. Operator fails to check methane at the face prior to energizing the machine
2. Operator fails to check methane at the face every X minutes (as defined in scenario setup)
REPORTING CUSTOMIZATIONS
a. Continuous data - The researcher will be able to access continuous data type logs of each session run that:
1. Identify the name and configuration of the scenario used, noting all configuration options of the scenario and machine configuration (e.g. proximity detection type, position of centreline)
2. Be continuously written to, so that in the event of a catastrophic failure of the simulation system, the bulk of data up until that point will be recorded
3. Contain the following data types time stamped, and stored in a continuous fashion and at a frequency of 60hz that is synced with the simulation update, specifically:
i. State and identification of each input device present on the operator controller (e.g.
buttons, indicators)
ii. State of all virtualized tool interactions by the operator (i.e. virtual cable, virtual sniffer/probe), at a minimum disclosing when they are activated, direction of movement
(where relevant), and their properties (e.g. methane sniffer detected levels)
iii. State of proximity system (active, tramming, cutting, etc…) and Proximity detection system detected zone, from none, yellow (high risk) or red (extreme risk)
iv. Operator stance, between standing, sitting, and prone
v. Operator head position and orientation within the physical simulation platform where:
1. Orientation of the coordinate system is aligned with that displayed within the virtual world
2. The origin of the coordinate system is the center of the simulation platform
vi. Operator head position and orientation within the virtual world coordinate system relative to the:
1. Origin of the coordinate system
2. Nearest rib
3. Closest point on the continuous miner; (and what part of the machine that is)
4. Closest point on the active proximity detection zones
5. Origin of the continuous miner as identified in the 3D model
vii. Position and orientation within the virtual world coordinate system relative to the origin coordinate system, for the whole continuous miner, as well as its tail and shearer components separately (Shear Position relative to centerline of the machine (angle))
viii. Position and orientation within the virtual world coordinate system relative to the origin coordinate system, for all shuttle cars
ix. Continuous Miner subsystem properties and status, specifically:
1. Whether either of the tram enable, the hydraulic pump, or the conveyor are enabled, or disabled
2. Whether either the top or bottom limits are reached, enabled or disabled, and what they are set to
3. The state of the cutting drum (engaged or disengaged), shearer (cutting drum height), track states (rate of movement and direction for both tracks), and speed setting (1, 2, 3, and what those are set to in the config file)
x. Performance metrics
b. Event Data - The researcher will be able to access event data type logs of each session run that:
1. Identify the name and configuration of the scenario used, noting all configuration options of the scenario and machine configuration (e.g. proximity detection type)
2. Contain the following data types time stamped, specifically:
i. Operator errors
ii. Events, and their statuses
iii. Performance metrics
SCRIPTING
a. The researcher will be able to modify the simulator configuration files for the purposes of editing high level variables controlling attributes of the continuous miner simulation
b. The researcher will be able to modify the map files for the simulation environment, including the ability to insert virtual static objects into the simulation environment through manual editing of selected files
ADDITIONAL MATERIALS
a. Provide 3D model of operated (14CM15) and artificial intelligence driven equipment (Shuttle Car)
1. Solidworks and 3ds Max compatible files with geometry
2. Includes sufficient detail to allow measurement of exterior dimensions and features
[The intent of this specification is to enable additional geometric measurements for relational information specific to the data collected with this simulation. These files will not be distributed or used for any other outside purpose]
b. Hardware and software warranty and technical support will be provided to NIOSH for 12 months after the date of commissioning
SCOPE OF WORK
Kickoff meeting (2 days) - 2 to 3 NIOSH researchers will travel to the closest installation available, where the visit is setup and coordinated by the contractor. During this visit the contractor will perform the following:
a. Baseline Demonstration – Contractor will demo an existing installation so that NIOSH researchers can evaluation the hardware and software in person to determine if any modifications are necessary to fully meet the technical requirements listed above.
b. Performance Schedule Setup- Contractor and NIOSH employees will agree on a development schedule that includes roughly biweekly update meetings, monthly progress reports and demonstrations, onsite baseline commissioning acceptance, and final software demonstration.
c. Specification Clarification/Finalization – NIOSH employees will answer any remaining questions on how the requirements will be implemented.
Onsite baseline commissioning (to be completed within 6 months from awarded date) – The contractor will ship and commission the baseline hardware and software setup. Commissioning includes operational and maintenance training as well as accompanying documentation.
a. The contractor will ship all hardware and baseline software components to the NIOSH facility
b. The contractor will provide NIOSH with all site requirements at least 2 months prior to commissioning
c. The contractors will provide NIOSH with commissioning employee information at least 10 business days prior to arrival (for site entrance)
d. The contractor will commission the setup of the hardware and software at the scheduling convenience of
NIOSH researchers
e. The contractor will deliver operation and maintenance documentation at or before the time of commissioning
f. The contractor will perform onsite operational and IT training for at least 4 NIOSH employees
Additional software development (to be completed within 12 months from award date) – The contractor will work to complete the software development to fulfill the features listed in the above specifications. The contractor will talk and meet with NIOSH researchers as necessary, where scheduled meetings will minimally occur every two weeks and written updates will be provided every month. Meetings can be over the phone or in person at the contractor’s expense. A final report detailing the realization of the software specifications and amended operational and maintenance documentation will be delivered to NIOSH at the completion of this task.
Final onsite demonstration (1 - 2 days - to be completed within one month of acceptance of the final report) – The contractor will travel to the NIOSH facility to perform a final demonstration, feature evaluation, and review of the final report.

ADDITIONAL INFORMATION
Access will be provided for a site at the contractor’s/offeror’s expense with proper advance notice. (10 business days for non US citizens and 2 business days for US citizens) Alternatively, photographs or facility information can be provided upon request.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

C.6 CDC0.G007 Contracting Officer (Jul 1999)
(a) The Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds. No person other than the Contracting Officer can make any changes to the terms, conditions, general provisions, or other stipulations of this contract.
(b) No information, other than that which may be contained in an authorized modification to this contract, duly issued by the Contracting Officer, which may be received from any person employed by the United States Government, or otherwise, shall be considered grounds for deviation from any stipulation of this contract.
C.7 CDC0_G008 Contracting Officers Representative (COR) Technical Guidance
Performance of the work hereunder shall be subject to the technical directions of the designated COR for this contract.
As used herein, technical directions are directions to the Contractor which fill in details, suggests possible lines of inquiry, or otherwise completes the general scope of work set forth herein. These technical directions must be within the general scope of work, and may not alter the scope of work or cause changes of such a nature as to justify an adjustment in the stated contract price/cost, or any stated limitation thereof. In the event that the Contractor feels that full implementation of any of these directions may exceed the scope of the contract, he or she shall notify the originator of the technical direction and the Contracting Officer in a letter separate of any required report(s) within two (2) weeks of the date of receipt of the technical direction and no action shall be taken pursuant to the direction.
If the Contractor fails to provide the required notification within the said two (2) week period that any technical direction exceeds the scope of the contract, then it shall be deemed for purposes of this contract that the technical direction was within the scope. No technical direction, nor its fulfillment, shall alter or abrogate the rights and obligations fixed in this contract.
The Government COR is not authorized to change any of the terms and conditions of this contract. Changes shall be made only by the Contracting Officer by properly written modification(s) to the contract.
The Government will provide the Contractor with a copy of the delegation memorandum for the COR. Any changes in COR delegation will be made by the Contracting Officer in writing with a copy being furnished to the Contractor.
C.8 CDC0.G018 PAYMENT BY ELECTRONIC FUNDS TRANSFER
(a) The Government shall use electronic funds transfer to the maximum extent possible when making payments under this contract. FAR 52.232-33, Payment by Electronic Funds Transfer – Central Contractor Registration, in Section I, requires the contractor to designate in writing a financial institution for receipt of electronic funds transfer payments.
(b) In addition to Central Contractor Registration, the contractor shall make the designation by submitting the form titled “ACH Vendor/Miscellaneous Payment Enrollment Form” to the address indicated below. Note: The form is either attached to this contract (see Section J, List of Attachments) or may be obtained by contacting the Contracting Officer or the CDC Financial Management Office at (404) 718-8100.
(c) In cases where the contractor has previously provided such designation, i.e., pursuant to a prior contract/order, and been enrolled in the program, the form is not required unless the designated financial institution has changed.
(d) The completed form shall be mailed after award, but no later than 14 calendar days before an invoice is submitted, to the following address:

C.10 CDC42.0001 Contractor Performance Assessment Reporting System (CPARS) Requirements (April 2003)
In accordance with FAR 42.15, the Centers for Disease Control and Prevention (CDC) will review and evaluate contract performance. FAR 42.1502 and 42.1503 requires agencies to prepare evaluations of contractor performance and submit them to the Past Performance Information Retrieval System (PPIRS). The CDC utilizes the Department of Defense (DOD) web-based Contractor Performance Assessment Reporting System (CPARS) to prepare and report these contractor performance evaluations. All information contained in these assessments may be used by the Government, within the limitations of FAR 42.15, for future source selections in accordance with FAR
15.304 where past performance is an evaluation factor.
The CPARS system requires a contractor representative to be assigned so that the contractor has appropriate input into the performance evaluation process. The CPARS contractor representative will be given access to CPARS and will be given the opportunity to concur or not-concur with performance evaluations before the evaluations are complete. The CPARS contractor representative will also have the opportunity to add comments to performance evaluations.
The assessment is not subject to the Disputes clause of the contract, nor is it subject to appeal beyond the review and comment procedures described in the guides on the CPARS website. Refer to: www.cpars.gov for details and additional information related to CPARS, CPARS user access, how contract performance assessments are conducted, and how Contractors participate. Access and training for all persons responsible for the preparation and review of performance assessments is also available at the CPARS website.

The contractor must maintain a current representative to serve as the contractor representative in CPARS. It is the contractor’s responsibility to notify the CDC contracting office, in writing (letter or email), when their CPARS representative information needs to be changed or updated. Failure to maintain current CPARS contractor representative information will result in the loss of an opportunity to review and comment on performance evaluations.
