STATEMENT OF WORK
For Global AIS Raw Data
Background
Under the authority of Title I, Sec. 101 Homeland Security Act of 2002 as amended, the Department of Homeland Security (DHS) was established to prevent terrorist attacks within the United States; reduce the vulnerability of the United States to terrorism; and minimize the damage, and assist in the recovery, from terrorist attacks that do occur within the United States.
OBJECTIVE
The Global Automatic Identification System (AIS) raw data will allow the Air and Marine Operations Center (AMOC) on March Air Reserve Base (ARB), California a combined display of both terrestrial and satellite AIS receivers globally.
The Global AIS raw data is purchased by Air and Marine Operations Center March ARB, California. This purchase requires the funding for the Air and Marine Operations Surveillance System to access the Global AIS raw data via the US Department of Transportation Volpe Maritime Safety and Security Information System (MSSIS) system. The data required must provide a robust, real-time satellite tracking of vessels for both coastlines and ocean crossings globally. This global data must include all AIS data in the geographic region of North, Central, and South Americas.
The information is used for domain awareness, as well as CBP officer and crew safety and cueing.
SCOPE OF WORK
The work provided is a raw data feed of combined satellite/terrestrial National Marine Electronics Association (NMEA) 0183 AIS data feed through the current US Department of Transportation (DOT) Volpe MSSIS connection to the Air and Marine Operations Surveillance System (AMOSS). AMOSS and DOT Volpe already have an established connection for the data to pass through. AMOSS currently receives some AIS data from DOT Volpe. This data is to enhance the current services available.
CONTRACTOR TASKS
Provide raw combined satellite/terrestrial NMEA 0183 AIS data feed to AMOSS through the already established US Department of Transportation Volpe MSSIS connection. Provide raw combined satellite/terrestrial NMEA 0183 AIS data feed to the US Department of Transportation on behalf of Air and Marine Operations Center.
