Questions and Answers
Question 1. Is the solicitation set-aside for a small business or is open and unrestricted?
Answer: The RFP is full and open.
Question 2. On page 2, it says “The offer, including the letter of transmittal, shall be limited to 23 single-sided pages.” On page 5, it says “22 page proposal limitation,” which would be understandable if the letter of transmittal were not counted. However, in reviewing the length of the various factors, the page numbers only add up to 21 (Tech Approach 8, Staffing 2, Understanding 4, Management 3, Performance 3, Ethics 1).
Answer: The transmittal letter is not part of the page count, and the total number of pages is “21.” The synopsis/solicitation is amended as follows:
Page 2, first paragraph, tenth line. Delete: “The offer, including the letter of transmittal shall be limited to 23 single-sided pages.” Insert: “The offer, excluding the letter of transmittal, shall be limited to 21 single-sided pages. The letter of transmittal, résumés, letters of commitment, non-disclosure agreements and other requested security information are excluded from the page limitation.”
Page 5, Item A.3.2, sub-item a). Delete 22 page proposal limitation.” Insert: “22 page proposal limitation.”
