Department of Homeland Security Customs and Border Protection

Office of Field Operations Special Response Team

Statement of Requirements For

Force Modernization

1.0 INTRODUCTION

The Office of Field Operations Special Response Team (SRT) recently purchased and continues to expand on an improved night vision capability. To properly equip this night vision capability it is required to purchase flash lights and a switch that allows SRT Operators to seamlessly transition between infrared (IR) laser technology with night vision goggles to white light (flash light).

2.0 BACKGROUND

SRT Operators conduct missions in a variety of low light environments. To properly ensure Operator safety and mission effectiveness it is important that Operators maintain a high level of night vision capability. For FY18, SRT has procured a significant amount of night vision goggles and have also procured 160 ATPIAL infrared (IR) laser systems to incorporate use with the night vision goggles. This force modernization will allow quick and easy transition for the SRT Operator between using night vision goggles and IR, to using white light. Often times during tactical low-light operations, there is a need to remain hidden and SRT operators, under the cover of darkness, can easily mark targets with IR lasers and night vision goggles. With the switch assembly and flash light (white light) SRT operators can quickly transition between the two without removing their hand from their weapon. This can also allow for simultaneous use of the weapon light and laser. Without this switch assembly and weapon mounted flashlight, SRT’s capabilities to switch between the two in high-risk night time operations can hinder operation capability and create an un-safe environment. The Contracting Officer’s Technical Representative (COTR) will be responsible for placing orders and the contractor will deliver them within a schedule outlined below.
