United States Department of Homeland Security (DHS) U.S. Customs and Border Protection
Statement of Work (SOW) Portable Living Quarters and Laundry Unit
1. BACKGROUND:
U.S. Customs and Border Protection (CBP), Office of Border Patrol (OBP), Tucson Sector, and Ajo Station have determined the need to increase staffing capabilities and improve living conditions at a forward operating base (FOB). The FOB is primarily utilized to support operations personnel and is centrally located in the Ajo Stations area of responsibility allowing rapid deployment to engage immediate threats and reduced travel expenditures.
2. SCOPE:
U.S. Customs and Border Protection (CBP), Office of Border Patrol (OBP), Tucson Sector, has a requirement for the purchase, delivery and set-up of six metal 40-foot storage containers, and one 20-foot storage container constructed/retrofitted to serve the following functions:
• Five each: Bunk Unit (40ft)
• One each: VIP Bunk Unit (40ft)
• One each: Laundry Unit (20ft)
The equipment must meet or exceed the technical requirement specifications established in Section 5.1 and Appendixes 1-4
3. APPLICABLE DOCUMENTS:
Commercial standards shall be used wherever practicable.
4. SPECIFIC TASKS:
The contractor shall complete the following tasks as required to comply with this SOW.
4.1 Program Management.
The contractor shall exercise technical direction and control of the, engineering, manufacturing, and test effort required to produce the equipment. This requirement includes the necessary management support tasks related to production, configuration control, risk management, testing, quality assurance, and data management required to carry out that task and comply with this SOW.
4.2 Testing.
The contractor shall test and certify the functionality of all equipment prior to delivery.
4.3 Delivery.
Equipment shall be delivered to address provided in paragraph 5.4.

4.4 Documentation.
The contractor shall be responsible for issuing existing documents as requested by CBP.
(See section 5.5)
4.5 Accessibility Requirements (Section 508)
Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L. 105-220) requires that when Federal agencies develop, procure, maintain, or use electronic and information technology (EIT), they must ensure that it is accessible to people with disabilities. Federal employees and members of the public who have disabilities must have equal access to and use of information and data that is comparable to that enjoyed by non-disabled Federal employees and members of the public. All EIT deliverables within this work statement shall comply with the applicable technical and functional performance criteria of Section 508 unless exempt.
5. DELIVERABLES AND DELIVERY SCHEDULE:
Environmental Management: In order to comply with federally mandated environmental preference programs and Department of Homeland Security (DHS) "Green Procurement Program" (GPP) policy, US Customs and Border Protection requires the use of environmentally preferable products and services. These program elements include recovered material products, energy and water efficient products, alternative fuels and fuel efficiency, bio-based products, non-ozone depleting substances, priority chemicals, and environmentally preferable products. These program elements are described on the Office of the Federal Environment Executive website (http://www.ofee.gov).
5.1 Equipment.
The contractor shall deliver a product that must meet or exceed the salient physical and technological specifications as indicated below. The structures shall be delivered and setup to the address provided in Section 5.3. The equipment shall be delivered to the address provided below within 180 days after receipt of the order.
5.2 Specifications.
Shall Meet the Exceed Required Specifications
Contractor shall provide bunk units utilizing 8’ wide x 40’ long x 8’6” high standard metal shipping containers, and one laundry unit, 8’ wide x 20’ long x 8’6” high standard metal shipping container, retrofitted to serve each individual purpose as outlined below:
A. Bunk Units (5) - The Bunk Unit(s) shall be comprised of four (approximately
10’) rooms divided by full height walls. Each room shall include the following:
• External lighting shall be LED-external light at each door, switched internally-specific to each room http://www.ofee.gov/

• Internal lighting shall be fluorescent looking fixture with 4 LED tubes, i.e., T-5 LED Tube Bulbs or similar. One fixture per room
• Smoke, CO alarms wired to power/battery BU, 1 per room
• Commercial grade, hydraulic door closures
• ADA complaint SFIC commercial grade door hardware, brushed chrome. Ajo
Station will supply the BEST lock keying code hierarchy
• Each unit shall be labeled in black paint in 12 inch numbers and letters “UNIT
A”, “Unit B”, etc. (see front elevation)
• Doors shall be numbered in black paint in 4 inch numbers from left to right 1 through 4 (see front elevation)
• Black out Blinds (see product cut sheet, this product or equivalent)
• Mini-blinds - one inch slats forest green or dark green
• Desk Chair (see product cut sheet, this product or equivalent)
• T-111 Siding used on internal walls and ceiling, painted tan, semi-gloss washable
• Insulated walls and ceilings, R-12 or better
• High traffic rolled vinyl flooring (tan or light brown)
• Each room shall have 1 heavy duty locker, single door 3 shelf (see product cut sheet, Brand Name or Equal)
• White Stay-Kool Elastomeric (Brand Name or Equal) roof coating
• Exterior painted white
• Doors shall be 36 inches wide exterior rated-insulated
• Built in corner desk/nightstand, 40” x 18” with dark green laminate top with one metal support leg
• Each unit shall have HVAC system sized accordingly-side mounted Bard type units are not acceptable. Supply air ducted to each room, return through wall vents. See photos of suggested installation in attachment A packet
• Windows shall be 2 feet by 3 feet, aluminum sliding type, minimum of triple pane.
• Dark brown vinyl commercial base boards
B. VIP Bunk Unit (1) - The VIP Bunk Unit shall be comprised of two (approximately 15’) rooms divided by full height walls with a storage room with shelving between the two rooms. Each room shall include the same as the above listed bedrooms plus the following items:
• Computer desk (see product cut sheet, Brand Name or Equal)
• Office chair (see product cut sheet, this product or equivalent)
• Vinyl Upholstered recliner (see product cut sheet, this product or equivalent)
• 24 by 36 inch dry erase board
• 42 in LED wall mounted Television
• The storage section shall have floor to ceiling metal shelving on three of the four walls. See attached layout diagram.

C. Laundry Unit (1) - The Laundry unit will be one open unit and will include the following:
• External lighting shall be LED-external light at the door, switched internally
• Internal lighting fluorescent looking fixture with 4 LED tubes, i.e., T-5 LED Tube
Bulbs or similar, 3 equally spaced fixtures
• Smoke, CO alarm wired to power/battery BU
• Commercial grade, hydraulic door closure
• ADA complaint commercial grade door hardware, brushed chrome, no lock
• The unit shall be labeled in black paint in 12 inch letters “LAUNDRY”, (see front elevation)
• Mini-blinds - one inch slats forest green or dark green
• T-111 Siding used on internal walls and ceiling, painted white, semi-gloss washable
• Insulated walls and ceilings
• High traffic rolled vinyl flooring (tan or light brown)
• White Stay-Kool Elastomeric (Brand Name or Equal) roof coating
• Exterior painted white
• Door shall be 36 inches wide exterior rated-insulated
• Wall mounted fold down ironing board (see product cut sheet, this product or equivalent)
• Built in table and deep sink with gooseneck laundry faucet, see floor plan
• 2 commercial grade washers (see product cut sheet, this product or equivalent)
• 2 commercial grade propane gas dryers (see product cut sheet, this product or equivalent) vented outside with self-closing vent cap
• Unit shall have HVAC (with heat strips) system sized accordingly-Side mounted
Bard type units are not acceptable. See photos of installation requirement
• On demand water heater to support two washers simultaneously as well as the deep sink. (see product cut sheet, Brand Name or Equal)
• All fixtures plumbed to a common connection point for waste water and potable water (see floor plan)
• Quick shut off water valves to each washing machine (see product cut sheet, Brand Name or Equal)
• Windows shall be 2 feet by 3 feet, aluminum sliding type
• Dark brown vinyl commercial base boards
5.3 General Requirements.
1. A suitable main electrical power connection panel shall be provided by the
Contractor on each container. External point of connection weather proof box required. Final electrical connections will be made by the Government.

2. All windows shall be new. Windows and doors will be sealed appropriately to prevent leakage. All windows and doors must open/close correctly without excessive friction or looseness.
3. All floors shall be commercial grade rolled vinyl flooring, tan or light brown, no unusual patterns are acceptable. Suggested pattern type in Appendix 4.
4. White elastomeric coating shall be applied to all roof surfaces.
5. All units shall have maximum insulation for space available. R-12 Minimum
6. Door hardware and locks for the bunk units shall utilize Stanley Best SFIC commercial hardware (Brand Name or Equal). Each bunk unit will have the four doors keyed the same, i.e., all Unit A doors will have the same key, all Unit B doors will have the same key and so on. These cores will be keyed into the current Ajo Station keying hierarchy under a separate designator “T”. This will allow the current master key to be utilized to unlock doors if necessary.
7. Mold-proof paint shall be utilized in the laundry unit.
8. Externally mounted propane on-demand water heater shall be utilized for the laundry unit (see product cut sheet, Brand Name or Equal)
9. Appliances shall be commercial grade or heavy-use rated. (see product cut sheet, Brand Name or Equal)
10. Fire extinguishers-one wall mounted in each bunk room and two at either end of the laundry unit.

5.5 Data.
As referenced in section 4.3 above the contractor shall provide copies of the documents listed below. One copy of the data shall be delivered in paper form and one copy in electronic form. The electronic form shall be in MS Word format or Adobe Acrobat. The documents are deliverables under the contract and shall be delivered to the COTR no later than one hundred and eighty days after contract award:

c. Warranty Information
6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:
The Government will furnish the twin bed frames and mattresses for the bunk rooms
7. PLACE OF PERFORMANCE:
The place of performance shall be at the contractor’s facility.
8. SECURITY:
There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified.
9. SPECIAL CONSIDERATIONS:
9.1 Changes to the SOW
No changes to this SOW or cost increases shall be incurred without written prior approval of the Contracting Officer as coordinated by the COR. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification.
9.2 Travel
Travel is not required to support the tasks identified in this SOW.
