Statement of Work (SOW)
For:
Camelbak H.A.W.G.
Individual First Aid Kit (IFAK) Wiley-X Combat Assault Gloves

1. BACKGROUND:
Under the authority of Title I, Sec. 101 Homeland Security Act of 2002 as amended, the Department of Homeland Security (DHS) was established to prevent terrorist attacks within the United States; reduce the vulnerability of the United States to terrorism; and minimize the damage, and assist in the recovery, from terrorist attacks that occur within the United States.
The Department of Homeland Security (DHS), Customs and Border Protection (CBP), and Air and Marine Operations (AMO) are responsible for the interdiction of illegal contraband, persons, and serves as the first line of defense against terrorism. Based on the current operational threats identified along our nation’s borders and waterways, coupled with the ever-increasing mission tempo and ever-changing operational environment, the issuance of safe and effective law enforcement equipment is vital to AMO.
AMO has identified a need for the procurement of the Camelbak H.A.W.G. 100 oz.(P/N#62596), Individual First Aid Kit (IFAK) (P/N# 31-1554) and the Wiley-X Combat Assault Gloves (P/N# G230).
CAMELBAK H.A.W.G. 100 oz (P/N#62596):
The CAMELBAK H.A.W.G. is an initial issue item for all CBP Air and Marine law enforcement personnel. This pack lends itself to AMO’s use through a moderate 20 liter capacity which readily accommodates a standard patrol kit for both mariners and aviators. The 100 ounce hydration bladder is well suited for the patrol duration of both our maritime and aviation assets. Large standard equipment loads are well distributed from the independent suspension harness and comfort is achieved through 10mm EVA foam shoulder straps. The breathability of this particular pack is enhanced via the air director back panel. These two items compliment the hydration capability of this pack, further assisting our agents in accomplishing their mission.
Individual First Aid Kit (IFAK) (P/N# 31-1554) The IFAK kit being purchased has been adopted throughout both the aviation and maritime enforcement groups as the standard IFAK kit in AMO. This allows for consistency during critical care situations, allowing rapid access to the items needed in the time sensitive situations that require use of an IFAK kit. Air and Marine Operations currently has an inventory of some of the internal component items contained within this specific kit and the purchase of this exact item is at a cost saving and it is a benefit to AMO. National program managers can more readily order replacement supplies after use or expiration because with a standard kit they are already aware of the individual items contained within. Furthermore, this kit was evaluated by our Emergency Medical Technician’s (EMT’s) and verified not to contain any items beyond our agencies level of training nor to contain any items that are of little value in a trauma kit.

The WileyX Combat Assault Glove (CAG-1) has been a standard glove for our aviators due to its durability and product features. The CAG-1 has extremely well reinforced high wear areas throughout the glove, these leather reinforced areas allow the glove to be sustained in field use for longer periods than previously used gloves. This glove meets our aviation requirements of being fire retardant in the event of an emergency. All body worn uniform items in an AMO aviation asset must be considered flame resistant. The CAG-1 is also both thermal and cut resistant, making it a safer option to wear for searching subjects where an exposed blade edge could cause a safety issue with other gloves. The thermal cut resistance is also an added benefit in the event that this glove needs to be used for FAST roping out of the airframe. This glove offers a level of protection and feature set that AMO has determined to be a satisfactory offering for its aviation team members.
2. SCOPE:
It is the intent of CBP to procure commercially available equipment detailed in Sect 5.1 to support Air and Marine Operations. Based on current operations along our nation’s borders both in the air and on waterways, the objective is to provide specialized equipment to both air and marine personnel. In this instance, the intent of this procurement action is to continue providing highly specialized AMO Agents with the Camelbak H.A.W.G. 100 oz.(P/N#62596), Individual First Aid Kit (IFAK) (P/N# 31-1554) and the Wiley-X Combat Assault Gloves (P/N# G230) The contractor shall provide all the items as specified in this Statement of Work (SOW).
These items and quantities are specifically outlined in section 5.1.
Item 1.

3. APPLICABLE DOCUMENTS:
Commercial standards shall be used whenever practicable.
4. SPECIFIC TASKS:
The contractor shall complete the following tasks as required to comply with this SOW.
4.1 Required Specifications:
(1) Camelbak H.A.W.G. 100 oz. /3L; Mil Spec; Antidote Long (Coyote) (P/N#62596), per specifications, (150 units).
(2) Individual First Aid Kit (IFAK) (P/N# 31-1554) (150 Units)

5. DELIVERABLES AND DELIVERY SCHEDULE:
5.1 Equipment
The contractor shall deliver equipment as outlined in the table below. The equipment shall be drop shipped to the address provided.

5.2 Shipping Address

5.3 Invoices
The contractor shall provide to the program manager (PM), electronic and hard copy invoice to include supporting documentation within 10 working days following the shipment. The Contractor shall identify the funding "breakout", on invoices by Line Item Number. After a review of the invoice by the PM, the invoice will be approved and sent to Finance for payment. A status report shall be emailed 30 days after award.
6. GOVERNMENT FURNISHED EQUIPMENT AND INFORMATION:
The Government does not anticipate providing any GFE or GFI.
7. PLACE OF PERFORMANCE:
The place of performance shall be at the contractor’s facility.
8. PERIOD OF PERFORMANCE:
The period of performance of this order shall be from the date of award to 60 days after award.
9. SECURITY:
There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified.
10. SPECIAL CONSIDERATIONS:
10.1 Changes to the SOW
No changes to this SOW or cost increases shall be incurred without written prior approval of the Contracting Officer. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification.
10.2 Travel
Travel is not required to support the tasks identified in this SOW.
10.3 Points of Contact
All contract questions and concerns shall be directed to the point of contact as designated below. The Contracting Officer is the only individual with the authority to amend this contract.
