V.SERVICEABILITY AND SYSTEM STATUS

II. STATEMENT OF INTENTION

It is the intention of the US Customs and Border Protection laboratory to purchase a complete state-of the-art floor model 100kN Tensile Testing system for the CBP, LSSD Laboratory in San Francisco. The instrument is being purchased to expand our capability for tensile strength testing which shall meet standard methods for ASTM A193/A193M, ASTM F593, and ASTM A307. All CBP Labs are accredited to ISO/IEC 17025 standards, and so this equipment must meet this quality standard.

III. STATEMENT OF EXPECTATIONS

It is the intention of the CBP LSSD to purchase a floor model 100kN Tensile Testing system that will meet all the analytical requirements of (a) ASTM A193/A193M An ASTM designation number identifies a unique version of an ASTM standard.

A193 / A193M - 17 A = ferrous metals;

193 = assigned sequential number M = SI units 17 = year of original adoption (or, in the case of revision, the year of last revision) \Standard Specification for Alloy-Steel and Stainless Steel Bolting for High Temperature or High Pressure Service and Other Special Purpose Applications, (b) ASTM A354 Standard Specification for Quenched and Tempered Alloy Steel Bolts, Studs, and Other Externally Threaded Fasteners, (c) ASTM F593 Standard Specification for Stainless Steel Bolts, Hex Cap Screws, and Studs, (d) ASTM A307 Standard Specification for Carbon Steel Bolts, Studs, and Threaded Rod 60 000 PSI Tensile Strength. The instrument is being purchased to replace our current bench-top tensile testing system that has a greater force capacity. Also to increase utility in a wider gamut of requirements going forward that are currently not performed by CBP due to current instrument capabilities. The instrument will be able to analyze a wide variety of commercial bolts and fasteners with minimal sample preparation.

It is the expectation of the US Customs and Border Protection laboratories that the purchased tensile strength tester will produce high quality data. The term ‘high quality’ means that the data obtained from the instrument that is purchased and that is installed at our site is precise, accurate, and reproducible with respect to counting statistics and the published specifications for accuracy and reproducibility as defined by reference to other ‘state of the art’ equipment meeting all of our specifications in this document.

It is our expectation that we will be able to easily and independently select our operating parameters. The instrument is expected to simultaneously determine tensile properties of bolts and fasteners and maintain linearity and accuracy regardless of sample load. The max load should be no greater than 100kN. A best value approach and technical review for greater sensitivity in the system along with better accuracy at or below the minimum threshold is required to determine if instrument meets minimum qualifications within this scope.

The instrument and all parts and accessories must be new and currently in production. Used or refurbished or demonstrator instruments are not acceptable.

On-site repair and maintenance by a qualified service engineer shall be available within 5 business days of a service call, and all required parts shall be available within 5 business days. It is expected that the qualified service engineer is based within reasonable working radius to ensure quick response and reasonable travel expense- ideally local travel.

It is our expectation that on-site training (5 days) covering the operation and routine maintenance of the system components, including operating software, shall be provided at the time of installation.

IV. SPECIFIC STATEMENT OF INSTRUMENTATION AND SPECIFICATIONS

The complete instrument system, all sub-systems, and all components, parts, and attachments shall be new. Proposals incorporating reconditioned or used instruments in part or in full are not acceptable and will be regarded as non-responsive. The installed instrument system shall be new, commercially available, and in commercial production as of the closing date of this solicitation. The completely installed instrument system at the CBP, LSSD, Laboratory in San Francisco shall meet all of the main and sub-system manufacturers published overall, sub-system performance specifications and ISO/IEC 17025 standard.

The instrument system containing all listed sub-systems and major components shall be provided as part of the complete instrument system and each shall meet their individually-described detailed technical and performance specifications. The instrument system and sub-systems will be purchased from a single vendor. Thus, any vendor not responding to all minimum requirements will be considered non-responsive. No prototypes, one-of-a-kind, or two-of-a-kind systems will be considered.

The instruments shall feature state-of-the-art analog and digitally controlled components. These systems shall be completely integrated.

All electronics required to be directly plugged into an outlet must be Nationally Recognized Testing Laboratories (NRTL) certified with sticker displayed. If not, any work necessary (including but not limited to, inspection by NRTL laboratory, certification, and modification) for the electronics to meet the NRTL requirements shall be at the vendor’s expense.
