II.
STATEMENT OF INTENTION
It is the intention of the CBP Laboratory to purchase a small benchtop energy dispersive x-ray fluorescence (EDXRF) spectrometer system for the CBP, LSSD, Laboratory in San Francisco. The instrument is being purchased for field deployment to replace our more than 15 year old portable xrf.
III.
STATEMENT OF EXPECTATIONS
It is the expectation of the CBP, LSSD, that the purchased system will produce quality analyses for inorganic elements from sodium to uranium. The system will be able to handle different matrices such as solids, thin films, metals, liquids, slurries, pastes and powders, etc.
It is our expectation that we will be able to easily select our operating parameters. We expect that the system will be easy to operate and easy to maintain. Switching from one configuration to another will be simple and straightforward, requiring no significant modifications to the system.
It is our expectation that the system that we purchase will provide the widest analytical application with the smallest samples at reasonable accuracy and precision and still meet our portable requirements.
Service and parts will be readily available. Repair and maintenance by a qualified service engineer will be available within 5 business days of a service call, and all required parts will be available within 5 business days.
On-site training (5 days) covering the operation, application and routine maintenance of the system components will be provided at the time of the installation of the complete system.
IV.
GENERAL STATEMENT OF INSTRUMENTATION
The complete instrument system, all sub-systems, and all components, parts, and attachments shall be new. Proposals incorporating reconditioned or used instruments in part or in full are not acceptable and will be regarded as non-responsive. The installed instrument system shall be new, commercially available, and in commercial production as of the closing date of this solicitation. The completely installed instrument system in the U.S. Customs Service Laboratory in San Francisco shall meet all of the main and sub-system manufacturers published overall and sub-system performance specifications as installed in our laboratory on our site.
The instrument system containing all listed sub-systems and major components shall be provided as part of the complete instrument system and each shall meet their individually described detailed technical and performance specifications. The instrument system and sub-systems will be purchased from a single vendor. Thus, any vendor not responding to all minimum requirements will be considered non-responsive. No prototypes, one-of-a-kind, or two-of-a-kind systems will be considered.
The instrument will be used to analyze for inorganic elements with masses between sodium and uranium. These elements may be contained in different matrices such as petroleum crude oil, minerals, steel discs, powders, thin films, etc. Each major specific sub-system is described below, followed by detailed technical and performance specifications. The instrument will feature state-of-the-art analog and digitally controlled components. These systems shall be completely integrated.
The provided instrument shall consist of the following listed major sub-systems and their listed major components:
A.
The benchtop energy dispersive x-ray fluorescence spectrometer system must be compact and be able to analyze for the elemental range from sodium (Na) to uranium (U) and in the concentration range from PPM (part per million) to 100%.
B.
The system must come with integrated high resolution camera and variable small spot analysis (1, 3, and 10 mm Spot Size Automatic Collimators).
C.
The system must be one unit with no operating attachments other than the associated laptop computer. The unit must be able to be moved and set up by one person of medium height, weight and strength.
D.
The system must come with a hard plastic travel case with integrated rollaway wheels and retractable handles. This case must allow the unit to be portable. It has to be easily moved by one person and set up for operation by one person. The interior must have customized interior for the protection of the system and parts (not including the computer or printer). The container will allow shipping via Federal Express priority service fully loaded.
E.
The unit must meet all safety regulations when operating and when inoperative (shut down). It must be able to be safely shipped by air or packed into a mini-van.
