Statement of Work “Install Access Control and Intrusion Detection Systems”

Yuma, AZ 30 April 2018

1. BACKGROUND: The 1153 Checkpoint is strategically located on Highway 95 @ Mile marker 76 to support border enforcement activities at the border and the southern most areas of the Yuma Sector Area of Responsibility (AOR).

2. SCOPE: Based on a Physical Security Vulnerability Assessment (PSVA) conducted 1 March 2016, the U.S. Border Patrol requires a Contractor to install an Access Control System (ACS) and an Intrusion Detection Systems (IDS) at each exterior door at Check Point 1153.

3. APPLICABLE DOCUMENTS:

HB 1400-02B, Vol. 3, Chapter 11.6.1 for (ACS) HB 1400-02B, Vol. 3, Chapter 6.5.4: Appendix 7.6.I, E; Appendix 8.8.I.A, B; III, IV Appendix 8.9. for (IDS)

4. SPECIFIC TASKS:

The Contractor shall perform the following tasks:

4.1 Access Control System (ACS):

-Install an ACS which is compliant with Homeland Security Presidential Directive-12 (HSPD-12), Federal Information Processing Standards (FIPS 201-1), and Government Smart Card Interoperability Specification (GSC-IS V2.1)

-Install HSPD-12 interoperable card readers at all perimeter doors, LAN rooms, weapons and ammunition storage rooms, and secure storage rooms.

-Ensure that Access control systems will be interoperable with HSPD-12 PIV cards.

-Use weatherproof technology for ACS components exposed to the environment.

4.2 Intrusion Detection System (IDS):

-Install IDS inall designated strong rooms (LAN room, weapon storage, secure storage) and on perimeter doors. The IDS shall be a Balanced Magnetic Switch (BMS) on all door openings, motion detection sensors inside the room, and a card reader/keypad to track users. The BMS shall be resistant to external and internal tampering.

-Ensure that the IDS consists of sensors, control units, transmission lines, an uninterruptible power supply that provides a minimum of four (4) hours of power, monitoring units capable of detecting all breaches in security, and has been integrated into the emergency generator power grid.

-Ensure that the system reports directly to a central monitoring station (Bubble or Duty Desk), providing an acknowledgement within 30 seconds of alarm.

5. DELIVERABLES AND DELIVERY SCHEDULE: The Contractor shall provide an invoice for payment after final inspection and within five (5) days of completion. Punch list items shall be completed within five (5) working days of notification.

6. GOVERNMENT FURNISHED SECURED STORAGE, EQUIPMENT AND INFORMATION: The Government will provide adequate space for the Contractor to perform the above tasks and store material as necessary. Upon completion of the work, the Contractor shall return the space to the Government in a clean and acceptable manner.

7. PLACE OF PERFORMANCE: All work performed under this Contract shall be performed at the following location:

1153 Checkpoint Mile marker 76 Highway 95 Yuma, Arizona 85364

8. PERIOD OF PERFORMANCE: The Period of Performance of this Contract shall be sixty (60) days from the date of award. All work shall be completed within sixty (60) days.

9. Recognized Holidays: The Government offices will not be open on these days and the Contractor is not expected to perform work during these Holidays.

10. Hours of Operation: Government offices are accessible during the hours of 6:00 am to 6:00 pm Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

11. GENERAL INFORMATION:

11.1. SECURITY: The work conducted under this contract shall be For Official Use Only (FOUO) with appropriate markings on all documents produced in support of this SOW. The Contractor shall comply with Customs and Border Protection (CBP) administrative, physical and technical security controls to ensure that the Government's security requirements are met.

11.2. Physical Security: The Contractor shall be responsible for safeguarding all Government equipment, information and property provided for Contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.

11.3. CBP Background Investigation (BI) Clearance:

(a) The Contractor shall comply with the CBP administrative, physical, and technical security controls to ensure the federal government's security requirements are met.

(b) Contractors hired for work within the United States or its territories and possessions, and who require access to the Department of Homeland Security (DHS) owned or controlled facilities, information systems, security items, or products and/or sensitive but unclassified information shall be U.S. Citizens and shall live within the United States or its territories.

(c) The Contractor must run a preliminary criminal background check on candidates prior to being referred for interviewing. Only candidates who pass the preliminary criminal background check performed by the Contractor will be allowed to perform work under this contract.

(d) All contractors hired for work must pass a criminal background check, which will be performed by CBP, Security Programs Division prior to being allowed full access to government systems. Failure to pass a criminal background check or a thorough CBP background investigation completed by the CBP, Security Programs Division is grounds for removal from working under this contract.

(e) The Contractor shall submit within ten (10) working days after award of this contract, a list containing the full name, and date of birth of these candidates who have successfully passed the preliminary background investigation (BI) by CBP, or submit such information and documentation as may be required by the Government to have a BI performed for all personnel. The information must be correct and be reviewed by a Customs Official for completeness. Normally, this shall consist of SF-85P, "Questionnaire for Public Trust Positions;" FD-258, "Fingerprint Chart;" and a Financial Statement. Failure of any Contractor personnel to pass a BI means that the Contractor has failed to satisfy the requirement to provide cleared personnel.

(f) The continuing failure to meet the requirement to provide cleared personnel is grounds for termination of the contract, unless cleared personnel are timely provided as replacements. The Contractor shall provide a qualified replacement capable of passing a BI for any person who fails to successfully pass a BI. This policy applies to any personnel hired as replacements.

(g) Completion of the investigation may be as brief as 90 days or as long as 1 year.
