STATEMENT OF WORK

For

MAINTENANCE AND SERVICING OF PORTABLE FIRE EXTINGUISHERS

San Diego Sector Office of Border Patrol

1. DESCRIPTION OF SERVICES: The contractor shall provide all, tools, supplies, equipment and labor necessary to maintain and service portable and wheeled fire extinguishers at all San Diego Sector (SDC) locations in a manner that will ensure their serviceability and prevent deterioration in value or effectiveness.

Following are quantities of portable fire extinguishers to be used in determining workload.

1.1. Maintenance and Repair Services. The contractor shall perform the required services at the various SDC locations. If the contractor is required to remove any extinguishers from the locations the contractor shall coordinate the removal of all extinguishers with location personnel. The removed extinguishers shall be taken to a shop owned/operated by the contractor. The contractor must ensure there are adequate fire extinguishers available to the location personnel, thus providing replacement extinguishers of the same model/type for any extinguishers to be serviced away from the location.

1.2. Corrective Maintenance. Corrective maintenance returns a fire extinguisher to full operating capacity as described below.

1.2.1. Fire Extinguisher Recharge. Fire extinguishers shall be recharged as indicated in the list of work provided to the contractor. The replacement of extinguisher agent also includes the agent expellant for certain types of extinguishers.

1.2.2. Painting. Fire extinguishers shall be painted as indicated in the listing of work provided to the contractor. Extinguishers shall be painted in accordance with the manufacturer’s specifications.

1.2.3. Labeling. The contractor shall replace fire extinguisher identification labels, classification symbols, product inspection stickers/plates/decals and other required information labeling if the originals are damaged or missing. Labeling shall be in accordance with the manufacturer's specifications.

1.2.4. Hydrostatic Testing. The contractor shall hydrostatically test extinguishers as specified in the manufacturer's recommendations. The contractor shall attach a sticker/plate identifying pertinent information on all extinguishers that pass the testing. Extinguishers that fail the hydrostatic test shall be identified and shall be returned to the Government for appropriate disposition.

1.2.5. Six-Year Maintenance. The contractor shall perform overhaul maintenance in accordance with the manufacturer's requirements for each type extinguisher. Each six-year maintenance shall be recorded on a record tag consisting of a metal decal, which shall be affixed on the exterior of the extinguisher shell.

1.2.6. Replacement. Upon performing the required inspection/testing of each fire extinguisher at each separate location the Contractor shall provide to the local Collateral Duty Safety Officer (CDSO/QA area safety manager/Operations Officer) the quantity of fire extinguishers that were determined to be disposed of per the National Fire Protection Code and 29 CFR 1910. Based on the Operational requirements the Contractor will provide replacements. (Funding must be available and approved prior to replacement).

1.3. Reports. The contractor shall submit complete reports of all maintenance and servicing accomplished when fire extinguishers are returned to the government. The reports shall be submitted to the Government representative responsible for this contract, identified in section five of this document as points of contact. The reports shall include a record of conditions found, repairs, recharging, and all replacement parts used. All records, documents, and associated papers provided by the Government or generated during the period of this contract become government property and will be returned to the government upon contract termination or completion of each option period. During the contract period, all records, documents, and associated papers will be available for Government review.

1.4. Emergency Services. The contractor shall provide emergency services within 24 hours to repair or recharge damaged or discharged fire extinguishers as determined by the government. For purposes of this specification, an emergency situation is defined as any condition that requires immediate action to eliminate life or serious injury hazards to personnel, prevent loss or damage to government property, or restore essential services.

1.5. Environmental Protection. The Contractor shall ensure that the purchase, use, handling, storage, and disposal of all toxic, hazardous and special materials and wastes are in accordance with federal, state and local environmental protection regulations. A closed recovery system is required for the recovery of dry chemical or Halon 1211 and Halon 1301 fire extinguisher agents.

1.5.1. Environmental Protection. (Disposal). The Contractor shall ensure that in the event that a fire extinguisher is determined to be unserviceable the Contractor shall discuss findings with the local CDSO.

Upon agreement the Contractor shall remove the unserviceable fire extinguishers from the location for disposal and dispose all of the toxic, hazardous, special materials, wastes in accordance with federal, state and local environmental protection regulations. A closed recovery system is required for the recovery of dry chemical or Halon 1211 and Halon 1301 fire extinguisher agents.

2. Service Delivery Summary:

Performance Objective Perform Corrective maintenance on Fire Extinguishers.

Fire extinguishers are properly painted, labeled, and recharged. All work is completed according to frequency recommended by the manufacturer. Six (6) year maintenance is performed. Reports are submitted within the specified time. Response to and completion of service calls are timely.

Hydrostatically Test Fire Extinguishers.

Fire extinguishers are properly tested. Testing is performed IAW manufacturer's recommended frequency.

Surveillance: The government CDSO/QA will evaluate the performance objectives through periodic inspections during each service month. The CDSO/QA will provide monthly reports of inspection results to the CO, COR and Contractor each month.

Standard: The contractor shall perform all work required in a satisfactory manner in accordance with the appropriate Statement of Work (SOW) paragraph.

Procedures: The government CDSO/QA will inspect the performance objectives at least monthly to ensure contractor compliance with the appropriate paragraphs of the SOW. Record results of inspection, noting the date and time of inspection and if inspection indicates unacceptable performance, notify the contract manager or the contractor's Quality Inspector (QCI) of the deficiencies for correction. The contractor shall be given two hours after notification to correct the unacceptable performance or the QA may approve additional time if the QA considers additional time appropriate. If deficiencies are not corrected within the required time frame the QA should notify the Contracting Officer for action.

4. Period of Performance:

This agreement consists of a base period (July 1, 2017 – June 30, 2018) plus four (4) option periods consisting of one year each.
