STATEMENT OF WORK

For Satellite Airtime

Background

Under the authority of Title I, Sec. 101 Homeland Security Act of 2002 as amended, the Department of Homeland Security (DHS) was established to prevent terrorist attacks within the United States; reduce the vulnerability of the United States to terrorism; and minimize the damage, and assist in the recovery, from terrorist attacks that do occur within the United States.

OBJECTIVE

The satellite airtime allows the Air and Marine Operations Center (AMOC) on March ARB to continuously receive global positions (latitude / longitude) with time stamp from NAL Research Global Positions System (GPS) tracking devices with no loss of information.

The NAL Research GPS tracking devices were purchased by the CBP Office of Air and Marine National Aviation Training Center Oklahoma. The hardware purchase requires the funding for the satellite airtime in order to receive the GPS tracking information. As part of their service NAL Research also provides the satellite service allowing the GPS tracking information to be forwarded to the AMOC. This is identical to a cell phone provider who you have to purchase not only the phone but service from them as well.

The GPS information is used for intelligence gathering by various law enforcement agencies including federal, state, and local. This iridium tracking information is also used to track Customs and Border Protection Unmanned Aerial System aircraft (UAS).

SCOPE OF WORK

The work provided is a continuous internet connection from the NAL Research server to the Unitrac server in the Air and Marine Operations Center (AMOC) located in Riverside Ca. This connection allows the AMOC to receive and process the NAL Research GPS information. The information allows the GPS tracking information to be displayed at the AMOC.

Besides NAL Research providing the continuous internet connection to the AMOC, NAL Research also provides their equipment for the GPS information to be received, stored, and transmitted to the AMOC. This equipment includes the satellite, land earth station, and servers to provide the continuous GPS information to the AMOC.

The un-interrupted connection allows the AMOC to receive NAL Research iridium tracking information 24 hours a day 7 days a week.

CONTRACTOR TASKS

Uninterrupted IP internet connection from the NAL Research server to the UniTrac server located at the AMOC. The internet connection allows the NAL Research GPS information to be transmitted from the NAL Research server to the UniTrac server.

PERIOD OF PERFORMANCE AND LOCATION

Base Year – October 1, 2015 through September 30, 2016

Option Year 1 – October 1, 2016 through September 30, 2017

Option Year 2 – October 1, 2017 through September 30, 2018

Option Year 3 – October 1, 2018 through September 30, 2019

Option Year 4 – October 1, 2019 through September 30, 2020

FUNDING

The billing shall be 12 invoices, one for each month’s use of active NAL Research iridium tracking devices. The NAL Research fixed cost plan is used to compute monthly costs.
