Pricing must remain firm for at least 60 days, with no price escalation allowed during the first-year base term or at the time of second and third year renewals. Payment terms are Net 30 days following invoice or delivery, whichever is later, with all prices quoted excluding state and local taxes since East Baton Rouge Parish is exempt from sales tax. Bidders may submit proposals via mail, courier, or Central Bidding; however, Central Bidding is not required. Addenda will be posted on Central Bidding and LAPC and sent by email. No specific Federal Debarment Certification document beyond a signed submission is required. The solicitation encourages participation by certified Small, Minority, and Women-Owned Businesses and requires proposers to submit a good-faith effort plan. Bidders must be registered in the City-Parish Vendor Self Service system and submit completed W-9 forms along with standard federal compliance documentation. The contract is awarded on an all-or-none basis, with the Purchasing Division retaining the right to award items separately, grouped, or on an all-or-none basis, or to reject all proposals if deemed in the best interest of the City-Parish.
