INTRODUCTION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures of FAR Part 13--Simplified Acquisition Procedures.

The solicitation number is NIMH-20-003936 and the solicitation is issued as a request for quotation (RFQ).

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The intended procurement is classified under NAICS code 333314 with a size standard of 500 employees is being considered.

SET-ASIDE STATUS

This acquisition is restricted and available to total small business set-aside.

ACQUISITION AUTHORITY

This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures and FAR Part 12—Acquisition of Commercial Items and is not expected to exceed the simplified acquisition threshold.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04 dated January 15, 2020. The resultant contract will include all applicable provisions and clauses in effect through this date.

DESCRIPTION OF REQUIREMENT

Background The National Institute of Mental Health (NIMH) is the lead Federal Agency for research on mental illnesses. The mission of the NIMH is to transform the understanding and treatment of mental illnesses through basic and clinical research, paving the way for prevention, recovery, and cure.

The Unit on Functional Neural Circuits (UFNC) focuses specific circuits and neuronal types that enable internally-generated brain activity to interact with sensation, with emphasis on different types of cortical GABAergic (gamma-aminobutyric acid) neurons. Our project aims to delineate the functional connectivity among related brain areas, to identify the behavioral relevance of these circuits, to understand the computations these circuits perform, and to uncover their developmental specificity and plasticity. One of the aims is identifying different cortical subnetworks during different behavioral conditions. Our study will greatly benefit from 3D photostimulation of specific populations of neurons using 3D spatial light modulator (SLM) photostimulation from awake animals. This requires fixed wavelength (above 1030nm), ultrafast, highpower fiber laser. This will facilitate our research to achieve more comprehensive understanding of specific neural circuits and the relevant behavior.

Purpose

The purpose of this acquisition is to procure a Satsuma HP3 (50W/40µJ) fixed wave length (>1030nm), ultrafast, high-power fiber laser or “equal” fixed wave length (>1030nm), ultrafast, high-power fiber laser to include installation, shipping and handling for the National Institutes of Mental Health’s Unit on Functional Neural Circuits (UFNC).
