STATEMENT OF WORK (SOW)

NOAA/NATIONAL MARINE FISHERIES SERVICE (NMFS)

Southwest Fisheries Science Center (SWFSC) Operations and Management (O&M)

Performance Site: 8901 La Jolla Shores Drive, La Jolla CA, 92037-1509

BACKGROUND: NOAA National Marine Fisheries Service, Southwest Fisheries Science Center (SWFSC), La Jolla Laboratory’s open air walkways are prone to water accumulation in areas from morning roof dew drainage and soon after rain events. Due to the buildings open air design, roof condensation drips off of existing roof fascia onto below pedestrian pathways. In recent rain events numerous water intrusion locations have been discovered.

SCOPE OF WORK: To install exterior roof water diversion system by means of metal flashing attached to the roof fascia system, provide minimal concrete pathway alterations where needed, install floor drains, and waterproof exterior fan shafts. The repairs should be simple, practical, maintain the architectural outline, color of the building envelope, and safely divert water away from known puddle areas. Contractor shall provide all labor, materials, and equipment as detailed in the tasks below:

TASKS:

1. Level 3 Floor Drains

a. Provide four (4) new drains for positive drainage (with waterproofing) and tie new installation into existing storm drain piping (this is located under the deck and should be exposed in the second level parking garage). See “Attachment A” for approximate floor drain locations.

b. Protect floor storm drain during all work.

c. Perform ground penetrating radar technology to map out all targets in direct location of concrete cores. Core size and location shall be approved by Facilities Manager prior to drilling.

d. Perform core drilling for new drain installations.

e. Submit preferred piping route to Facility Manager for approval prior to commencing work.

f. Slope concrete to drain by means of grinding to include the four (4) newly installed drains.

g. Re-paint pedestrian coating, waterproof, and seal to new drains in similar color and coating as the pre-existing (submit either the exact color or approved alternative before purchase). Area expected approx. 15 SQ FT.

2. Level 4

a. Provide three (3) new drains for positive drainage (with waterproofing) and tie new installation into existing storm drain piping (this is located above the third floor ceiling grid). See “Attachment A” for floor drain locations.

b. Protect floor storm drain during all work.

c. Perform ground penetrating radar technology to map out all targets in direct location of concrete cores.

d. Perform core drilling for new drain installations. Core size and location shall be approved by Facilities Manager prior to drilling.

e. Remove currently installed coating and slope concrete to drain by means of grinding to include the three (3) newly installed drains.

f. Re-paint pedestrian coating, waterproof, and seal to new drains in similar color and coating as the pre-existing (submit either the exact color or approved alternative before purchase). Area expected approx. 200 SQ FT.

g. Demonstrate drainage by plugging drain and flooding associated area and then simulate draining.

3. Roof gutters

a. See Attachment B for roof edge gutter locations.

b. Contractor to submit all materials prior to work for approval and shall match existing gutter system.

c. Contractor to remove existing gutter, and install new gutter in reference to Attachment B.

d. Install three (3) Downspouts in the courtyard area.

e. Install one (1) Downspout by the “Shade Louver” area.

f. For approximate specifications of rain gutters refer to “Attachment C”

4. Parking garage supply fan shaft waterproofing

a. Protect floor storm drain during all work.

b. Apply waterproofing in accordance with manufacturer’s written installation instructions.

c. Install flashing and gutters as-needed to divert water to existing exterior storm drain.

d. Provide waterproofing for the existing floor and twelve (12) inches going up the walls.

e. Provide new sheet metal fill for the second level parking shaft. This will be done to prevent future standing water trapped inside the cavity.

5. Clean up

a. The work includes disposal and cleanup of any and all waste material in a legally acceptable manner. The work site must be left clean before acceptance of work is to be provided by the Facilities Manager.

Health & Safety Regulations:

It is the responsibility of the contractor to comply with all applicable Local, State, and Federal Laws governing the Health & Safety of its employees including all regulations under the Occupational Safety & Health Act (OSHA). Such compliance shall include but is not limited to ensuring that all employees are properly trained for the work to be performed and have been supplied with all necessary protective and safety equipment. Dispose of hazardous waste from service in accordance with California State Law.

Period of Performance: 120 days from Notice to Proceed

The contractor is not authorized to perform duties under this contract on days when the facility is closed, i.e., Government Furlough, inclement weather, power outages, legal and federal holidays, etc. unless otherwise noted. These will be considered non-working (non-pay) days. In the event of Federal dismissal or facility closure during normal work hours, the contractor will be notified directly by the NOAA Facility Manager to depart from the facility. Work to be coordinated to maintain a condenser water temperature of 77 degrees F during all work. Work to be performed during normal duty hours of Monday - Friday 6AM - 4PM, unless approved at least 24 hours in advance by the Facility Manager. Contractor agrees to observe all Federal Holidays, and any other day off work designated by Federal Statute, Executive Order, or Presidential Proclamation: New Year’s Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving, Christmas, Memorial Day, Presidents Day, Independence Day & Martin Luther King Day.

Contractor Sign in and out:

Contractors shall sign in/sign out at the Reception Desk when arriving/leaving. All contractors shall wear company branded/labeled attire and contractors shall display the Southwest Fisheries Science Center (SWFSC) visitor badge at all times.

Non-Personal Service Contract Statement:

Contractor employees performing services under this contract shall be controlled, directed and supervised at all times by management personnel of the contractor. Contractor employees shall perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulations. The Government will perform the inspection and acceptance of the completed work.

Contract Administration:

The Facility Manager is responsible for the overall scheduling of the project activity and selection of communication needs. The contractor is responsible for scheduling the work to be done each day, within the work schedule of the SWFSC staff.

The Contractor shall comply with the current wages of the Davis- Bacon Act for building under San Diego County, CA.

Contactor shall provide a minimum one (1) year written warranty on all labor and workmanship.

Work described herein may require that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a, FAR 52.224-1, Privacy Act Notification, and FAR 52.224-2, Privacy Act. Contractor personnel are responsible for maintaining confidentiality of all subjects and materials.

The Government does not provide insurance to the Contractor and, under most circumstances, is not liable for injuries suffered by the Contractor during the performance of duties.
