NIAID Employee Learning and Development

Statement of Work The mission of the National Institutes of Health (NIH) National Institute of Allergy and Infectious Diseases (NIAID) is to conduct and support research training, health information dissemination, and other programs with respect to allergic and immunologic diseases, disorders, and infectious diseases, including tropical diseases.

The Office of Acquisitions (OA) serves an integral role in fulfilling NIAID’s mission through the planning, solicitation, negotiation, award, administration and closeout of acquisitions ranging from micropurchases to large R&D and non-R&D contracts. OA’s staff are located in Bethesda, Maryland and Hamilton, Montana. In order to best fulfill OA’s mission, ongoing training is needed in a variety of areas to maintain and improve the emotional intelligence of OA employees. OA is seeking a qualified and experienced contractor to deliver this necessary training.

Scope The contractor will provide soft skill training to NIAID employees.

1. Instructor Led Group Courses:

Contractor shall provide two (2) of each of the following classes for 70 students per class:

1.1 Managing Emotions Under Pressure

1.2 Developing Emotional Intelligence

1.3 Communicating in a Professional Environment

1.4 Strategies to Build Rapport and Work Well with Others

1.5 Email Writing for the Workplace

2. Program Requirements:

2.1 Develop, facilitate and deliver training courses as required.

2.2 The course sessions shall be delivered during the contract period.

2.3 Develop all resource material for participants based on the course.

3. Contractor Requirements:

3.1 Contractor shall have a professional facilitator with at least five (5) years experience in delivering emotional intelligence training.

3.2 The contractor’s facilitator shall be able to apply adult learning principles to course delivery.

3.3 The contractor shall have five (5) years’ experience designing and developing emotional intelligence training.

3.4 The contractor shall have two years’ experience delivering training courses to remote participants utilizing videoconferencing and/or web-meeting technology.

3.5 The contractor shall have the necessary equipment and materials to carry out all aspects of the training.

3.6 The contractor shall reproduce and distribute all resource materials to participants.

4. DELIVERABLES:

Course Materials:

4.1 The contractor shall prepare all course material based on curriculum. The contractor shall submit all course materials electronically for approval 21 days prior to reproduction.

4.2 The contractor is responsible for the purchase, reproduction and delivery of all course and resource materials to the training site.

4.3 The contractor has the right to assert copyright on all materials developed under this contract in accordance with Alt. IV of FAR 52.227-14 which will be included in the contract. Pursuant to Alt. IV, the Contractor will grant the Government and others acting on its behalf, a paid-up, nonexclusive, irrevocable, worldwide license in such copyrighted data to reproduce, prepare derivative works, distribute copies to the public and perform publicly and display publicly by or on behalf of the Government.

5. Venues and Schedules:

5.1 The courses shall take place in a virtual forum. The instructor shall select the most advantageous virtual forum and shall provide their own account.

5.2 Collaboration with NIAID on the training will begin in September of 2021, on a mutually agreeable schedule.

5.3. The actual dates for the training course shall be mutually established by NIAID and the contractor.

5.4 The course dates will be scheduled avoiding Federal holidays and weekends.

6. Government Furnished Materials:

6.1 The Government shall provide the rosters for each event to the contractor. The contractor shall return the signed rosters within five (5) business days of each session.

6.2 The Government shall provide a certificate of completion for each participant.

7. Period of Performance:

Period of performance will be for one year from the date of execution.

8. Options There will bea BASE and a one (1) year term options There will also be an additional quantity option of three (3) days of instruction for 70 students at eight (8) hours per day. Option 3 may be exercised once per term.
