About this file
This justification document requests other than full and open competition for an ORTEC Integrated Cooling System and stand from Advanced Measurement Technology. The National Institute of Allergy and Infectious Diseases requires this equipment with a total estimated value of $54,278 by September 30, 2023 to maintain efficient cooling and low power consumption for detectors conducting preclinical infectious disease research. Only Advanced Measurement Technology can provide this integrated electro-mechanical cooling system that uses cryogenic technology to detect at 100 keV energy equivalent to liquid nitrogen cooling with no loss of detector performance and a mean time to failure of over 200,000 hours.

Justification for Other than Full and Open Competition at or Below the Simplified Acquisition Threshold
Project Title: ORTEC INTEGRATED COOLING SYSTEM
I. Identification of the agency and contracting activity
DHHS, NIH, NIAID, DCR, OCS-IRF
Requestor’s name: Dustin Gibbs
Requestors phone number: 240-236-9511
Requestors email address: dustin.givs@nih.gov
Address of the requesting lab/office: FDC NIAID IRF BG RM 1A111A, 8200 RESEARCH PLAZA, FREDERICK MD 21702
II. Description of the project, and supplies or services required to meet the agency’s needs
· Type of action. Check the appropriate box:
☒ New requirement ☐ Follow-on
· AMBIS Sequence number for this requirement: 2188879
· Total estimated dollar value of the requirement (including options, if applicable): estimated $54,278
· Period of performance, inclusive of options: Period of Performance: Need by Date: 9/30/2023 or sooner
· Project Background The Integrated Research Facility facilitates preclinical research on infectious diseases by evaluating whole blood, serum, or plasma by using automated clinical pathology analyzers to provide accurate blood chemistry results to diagnose and monitor patients. The data that is produced by this analyzer is very valuable when researching and explaining progressions of disease that may affect the body during infections which may lead to bleeding internally and even death.
The cooling system serves three important functions. First, it removes excess heat; second, it maintains the operating temperature where it works most efficiently; and finally, it brings the right operating temperature as quickly as possible.
· Description of the supplies or services to be purchased:
ORTEC Integrated Cryocooling System
CFG-ICS-P4
Stand for ICS cooled detectors
ICS STAND 2
III. Identification of the statutory authority permitting other than full and open competition
· 41 USC 1901(a)(1) and FAR Part 13.103-1(b): Only one responsible source
IV. Demonstration that the proposed contractor(s) unique qualifications or the nature of the acquisition requires use of the authority cited.
A. Name and address of the proposed contractor
ADVANCED MEASUREMENT TECHNOLOGY
801 South Illinois Ave.
Oak Ridge, TN 37831-0895 United States of America Telephone: (865) 482-4411
B. Describe why only the requested supply/service will meet the government’s needs ICS is efficient and reliable than pulse tube designs. Increased efficiency means improved cooling with proportionally less heat generation and lower power consumption. With a cooler Mean-Time-To-Failure (MTTF) of over 200,000 hours.
The cooling system serves three important functions. First, it removes excess heat; second, it maintains the operating temperature where it works most efficiently; and finally, it brings the right operating temperature as quickly as possible.
C. Describe why only the proposed contractor is capable of providing the requested supply/service The ICS integrated electro-mechanical cooling system for HPGe radiation detectors from ORTEC uses cryogenic technology to provide LN2-free operation with no loss of detector performance. It detects at ≥100 keV energy equivalent to LN2 with cooler running and <100 keV energy up to 10% resolution degradation.
