Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244-22-AP-4864
1. Contracting Activity: Department of Veterans Affairs, VISN 4, Corporal Michael J. Crescenz, Philadelphia VA Medical Center, 3900 Woodland Avenue, Philadelphia, PA 19104.
PR/2237: 642-22-3-315-0229
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Brainlab node is comprised of hardware and software services intended to allow location-independent treatment planning and plan review. The Brainlab node provides remote access, mobile device support and cross discipline collaboration.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Brainlab Node Element Software and Hardware is the only service that matches the Philadelphia VA Medical Centers exact need for Stereotactic procedures for the Neuro Surgical Deep Brain Stimulation (DBS) program. The Brainlab Node Element Software complies with Veterans Health Administration (VHA) directive for Sterile Processing. By adding functional Neurosurgical capabilities would fully integrate and provide standardized care across all stereotactic procedures including both functional and radiation oncological procedures. This is the only such software that covers such a wide range of procedures, which also includes tumor resection planning. The Brainlab Node Element Software manages and enriches Veteran data throughout the entire treatment life cycle. Acting as a hub, Veteran data flows from navigation and other sources into Node, enabling informed decision-making.
4. Description of market research conducted and results or statement why it was not conducted:
The market research conducted included a search of VA s VIP database. The search was conducted using NAICS 541511 and Brainlab. This did not return results. The GSA database was searched for Brainlab services, and no results were located under a GSA Contract. A search of the GWAC SEWP for Brainlab services did not return results. The FPDS database was searched to ascertain if Brainlab, Inc. has procurement history with the Federal Government. This search returned results. The BrainLab, Inc. received Contract 36C24422P0094 on 11/16/2021 in the amount of $39,780.00. The market research evidence is uploaded to the contract file.
