Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 04, VA Pittsburgh Healthcare System
(VAPHS), University Drive Pittsburgh, PA 15240.
Purchase Request Number/2237: 646-22-1-085-0003.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The VAPHS requires a new firm-fixed price for brand name web-based EBSCO Publishing Package of databases made available on the EBSCOhost platform. This resource is required to provide access to a large portion of the healthcare and clinical literature which is needed by VA Pittsburgh Healthcare System clinicians and researchers. The areas covered include medical, nursing, behavioral health, pharmaceutical, patient education, theology, and hospital administration literature.
The Government s request is for a one-year contract starting January 1, 2022 to December 31, 2022.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The EBSCOhost search engine is the only source that is capable of performing fully integrated searches across all of the databases on EBSCOhost.
The EBSCOhost offers high-quality articles licensed from reputable publishers recognized by library professionals, chosen to meet the specific needs of researchers. The users of EBSCOhost are permitted full access to Medline, Health Business Elite, and Cumulative Index to Nursing and Allied Health Literature (CINAHL), which is a robust collection of full text for nursing and allied health journals.
The fully integrated searches with the EBSCOhost search engine and the convenience of all being located on the same online platform allow clinicians to work efficiently and to make the best use of their time to improve Veteran care with evidence based clinical information.

EBSCO maintains links directly to articles. These features are easy to demonstrate and simple for staff to learn and use. Access is uninterrupted and available from any VA computer as well as through remote authentication. This contract will provide electronic access to articles in these journals.
4. Description of market research conducted and results or statement why it was not conducted:
The Vendor Information Pages (VIP) was searched using NAICS 51120 and keyword EBSCO. This search parameter resulted in one result: JE Federal Enterprises, LLC (SDVOSB).
A Request for Information (RFI) 36C24422Q0156 was posted to SAM.gov and GSA.gov on November 26, 2021 to December 2, 2021 in an attempt to find capable sources. After the closing date and time, this market research effort resulted in a total of three responses.
The Federal Supply Schedules (FSS) were searched for the EBSCOhost services and located on GSA MAS Contract 47QSEA20D000C. However, due to the two SDVOSB responses from JE Federal Enterprises, LLC and Graham Advisory Network, who offer these services on the Open Market, this procurement will be conducted using FAR Part 13, Simplified Acquisition Procedures.
