STATEMENT OF WORK
Telehandler (Reach) Forklifts
STATEMENT OF WORK, dtd 8/06/2020
Office of Field Operations - San Diego Field Office U.S. Customs and Border Protection Page 1 of 6
1. BACKGROUND
U.S. Customs and Border Protection, Office of Field Operations, San Diego Field Office is responsible for securing the Ports of Entry and other areas along the southwest border of the United States. As a result, there are operational situations in which OFO is required to expeditiously move portable concrete barriers (i.e., Jersey / K-rail, F-Shaped, Texas, Alaska, etc.) in order to protect locations along the border. Employed portable barriers can be up to 20-feet in length, 15-feet in height and weigh more than 8,000 pounds. Additionally, they have been fortified with concertina wire and steel cabling to enhance intrusion reduction capability.
Finally, the terrain over which they must be transported can be rocky, muddy, or uneven with limited access to vehicles or handling equipment not designed for off-road use. Therefore, all-terrain telehandler-style (i.e., telescoping boom) forklifts capable of lifting 12,000 pounds are a necessity to adequately transport and position these barriers across the assigned area of responsibility.
2. SCOPE
This Statement of Work (SOW) defines the requirements for the purchase and delivery of two new (2) all-terrain telehandler-style (i.e., telescoping boom) forklifts having and a lift capacity of 12,000 pounds. Full specifications are identified as Section 5.3 of this SOW.
