About this file

This justification document provides approval for a sole source contract award to General Electric Company, GE Energy (USA), LLC for the upgrade of the existing vessel control system onboard TSV5 Vindicator. The Navy requires replacement of key automation system components that are obsolete and do not meet current cybersecurity standards, including replacement of the GE MV3000 drives and dynamic positioning system. The upgrade will resolve all obsolescence issues, modernize dynamic positioning and automation control systems to current hardware and software standards, and allow the ship to obtain an authority to operate necessary to fulfill its critical training mission. Only GE can provide a fully integrated upgrade while maximizing reuse of existing compatible architecture. The sole source award is justified due to GE being the original equipment manufacturer and other options posing technical risks and significant additional costs to remove and replace the entire existing GE system.

SOLE SOURCE TSV5 VINDICATOR GE AUTOMATION UPGRADE JUSTIFICATION

1. Identification of Agency and Contracting Activity.

Requiring Activity: Carrier Strike Group Four, TSVRON4, Virginia Beach, VA Contracting Activity: NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Dept.

2. Description of the Action Being Approved.

This is a sole source action for the provision of TSV5 VINDICATOR General Electric (GE) Dynamic Positioning (DP) and Automation upgrade support on a sole source basis as a firm fixed-price contract to General Electric Company, GE Energy (USA), LLC.

The subject requirement is for the upgrade of the existing General Electric Company Vessel Control System (VCS) onboard TSV5 Vindicator, retaining as much as the existing architecture and equipment as possible. The upgrade will resolve all the existing C-Series DP and Automation obsolescence issues modernize the DP and Automation control systems to current Hardware and Software standards. The current GE VCS on board TSV5 Vindicator is currently not functioning nor does it meet current US Navy cybersecurity standards; therefore, the ship cannot acquire an Authority to Operate (ATO) which is necessary to put the vessel into operation to fulfill its critical mission of fleet training.

3. Description of Supplies/Services.

This upgrade to the TSV5 Vindicator VCS requires a replacement GE automation system for the MV3000 Drives and DP system. These upgrades will replace all obsolete equipment, to include associated software, peripherals, documentation, and other interconnectivity components necessary to upgrade the DP and Automation system to GE latest standards while retaining as much of the existing architecture as possible.

The TSV5 Vindicator has four (4) off MV3000 Variable Frequency Drives (VFD); two (2) drives for the Bow Tunnel T1 & T2 and two (2) drives for the Azimuth Thrusters T3 & T4 as components of the DP and Automation Systems. In each of the four (4) Variable Frequency Drive (VFD) regulator cubicles, the existing GE Human Machine Interface (HMI) computers will be replaced with new GE Emerson IC755CSW07CDA touch screen models, along with replacing the four (4) Drive controllers with new GE PECe-Lite Controllers, including updated control software.

The VCS workstations, in the Port and Starboard Switchboard Rooms, will be replaced with a GE Emerson RXi2 industrial computers (IPC), and includes replacement of the existing operator interface devices. A new alarm and event printer will paired to each workstation, along with a hard copy printer in the Port Switchboard Room. To further integrate the alarms and monitoring of the diesel engines, generators, and other auxiliary systems, the four (4) AMC field station controllers, in the engine room, will also be upgraded to RXi IPCs to further integrate awareness and information in the Pilothouse.

In the Pilothouse, the existing VCS C-Series V5 consoles will be replaced with the latest version of GE SeaStream to provide full integration with the new DP and Automation control components from both Aft Conning Stations. The one Independent Joystick System (IJS) will be replaced at the Forward Pilothouse and a Portable Joystick will also be included with docking stations at the Port and Starboard of the Pilothouse. Also in the Aft Pilothouse, the Visor system, that allows monitoring of the whole VCS, will be replaced with Visor 2 and Optimizer to utilize all the latest functions found across all the replaced and existing components.

The reuse of existing wiring and connectivity components will save a considerable amount, of both, money and time on the required site installation and commissioning for the Automation upgrade. To facilitate the redundant communication capability between the DP and Automation components, replacement Hirschmann LS2 switches will be installed for enhanced cyber security, and configured with IEC/ISA62443-4-2 SL1 Cyber Security standards.

Change instructions for all VCS upgrade tasking, including installation and testing instructions, will be created and issued for the site installation and commissioning phase. The existing affected drawings will be updated and reissued to reflect the changes.

The system itself, to include all non-GE products are only sold as a full system by GE and they will not sell individual components of the major automation and DP system. The components require additional programming which will ensure full integration with the automation and DP system and therefore are only peculiar to one source, GE.

gency generator (from Cummins) DP Class 2. Looking for complete automation, vessel electrical grid, power delivery/management, and DP2 with control of 2 Shottel azipods and two tunnel thrusters. Automation control of four liquid transfer pumps and approximately 60 valves. Monitoring/alarming of all vessel systems including main and emergency diesels. Management of all aspects of electrical propulsion and power delivery. Two Bridge DP workstations, One Bridge Automation workstation, Two control room automation workstations, local control/monitoring on all thrusters. Independent Joystick Control on bridge, one portable joystick for wing control.

TSV5 Vindicator was built using a General Electric Company Integrated System: Automation, Drive Controls, Dynamic Positioning, Power Management (in its entirety, from generation to delivery), alarm systems, monitoring, etc. All of which are proprietary to General Electric Company, GE Energy (USA), LLC.

There are only three (3) global suppliers of this type of system; General Electric Company (USA) in the USA, Kongsberg Maritime of Norway, and Wartsila Autonomy Solutions of Finland. To utilize Wartsila or Kongsberg would require removal of all the General Electric system components and a complete replacement. There is no cross-compatibility and no guarantee that systems from a foreign manufacturer would be able to meet current US Navy IT and cybersecurity standards, much less be able to meet DITPR- DON, DADMS, and eMass requirements. These requirements are met by the GE Energy upgrade. An ITPR has been created and approved for this requirement and exists in the contract file.

Estimated Dollar Value

The resultant contract will be funded with FY22 Other Procurement, Navy (OPN). These funds are currently available.

4. Statutory Authority Permitting Sole Source.

The statutory authority permitting this sole source action is 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a).

5. Rationale Justifying Use of Cited Statutory Authority.

Acquiring an Integrated Automation System from a different manufacturer will significantly impact the ability of Carrier Strike Group 4 to certify strike groups prior to deployments. Failure to certify

Additionally, should an award be made to anyone but GE, the added costs of re-engineering a new system, full equipment removal and replacement would be redundant and not in the best interest of the taxpayer. Reusing existing GE components with plug and play compatibility saves an estimated $15 to $20 million. Additionally, recertification of a new system by another manufacturer through American Bureau of Shipping (ABS) would add even more time and cost. Furthermore the ATO (Authority To Operate) would need to be modified and additional approval be granted to allow for a system other than GE which moves the requirement further to the right and impacts the ships availability period, potentially disrupting an additional $16m in upgrades and other changes being made to the vessel.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable, including a Description of Market Research, if applicable, and a List of Interested Sources, if any.

Market research was conducted by TSVRON s , a maritime professional with over -Electric Propulsion, Automation, and Dynamic Positioning systems, and the contracting office. Market research included conversations with industry representatives. It was confirmed that there are only three companies worldwide which provide such fully integrated end-to-end systems, all of which are proprietary. GE Power Conversion is the only one which is US based. It was confirmed that system upgrades from other manufacturers (Wartsila and Kongsberg) are not compatible with the existing GE Power Conversion equipment and would require complete system removal and replacement, resulting in a far higher cost and a much longer timeline for completion. Competitors could not confirm whether their system upgrades would even be able to meet stringent USN IT and Cybersecurity standards which the GE system has been designed to address. (competitors representatives are unfamiliar with the standards)

The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this Justification will be fair and reasonable.

7. Actions to Remove Barriers to Future Competition.

The Navy is constantly conducting market research and looking for additional sources of supply that meet its needs. As new opportunities emerge, all efforts will be taken to conduct market research and ascertain the availability and ability of those sources to provide items that are technically acceptability and meet Navy certifications.

8. Contracting Point of Contact.
