About this file
This justification document supports a sole source procurement of Zodiac sponsons from an unnamed brand for the Department of the Navy Naval Supply Systems Command. The procurement is being conducted as a simplified acquisition under FAR Part 13 with a total value under the simplified acquisition threshold. The justification cites the need for compatible replacement parts for fielded Zodiac sponsons as the basis for restricting competition and procuring solely from the brand name source in order to ensure operational readiness. No information is provided on response timelines or award dates.

In conclusion, the requested supplies or services represent the minimum requirements of the government.
Describe in detail why only this source can furnish the requirements to the exclusion of other sources. (what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
The factory original part is manufactured from CSM/Neoprene fabric and features multi-function inflation/isolation/relief valve system, with guaranteed exact fit on the existing hull.
The valve system is proprietary to Zodiac Milpro products, and provides the following:
Isolates & connects adjacent air chambers Serves as an inflation & deflation point for chambers. Selectable chamber 1 or chamber 2, or both simultaneously for inflation Serves as a service port the check chamber pressure during inflation or as desired during service. The valve cap incorporates a diaphragm check valve, so there is no need to open the chamber to check pressure.
Serves as a secondary overpressure relief valve, regardless of isolation/cross connect position. Relief pressure is adjustable.
No other aftermarket buoyancy collar provides this capability.
The CSM/Neoprene fabric material is highly durable, and can be fully repaired in shop conditions. Alternative aftermarket buoyancy collars are manufactured in Polyurethane fabric material. Unlike CSM/Neoprene, alternative polyurethane glued components and joints cannot be removed for repair or replacement.
Only factory original collars are manufactured to fit specific Hull ID Numbers, to ensure correct fit with design upgrades incorporated over the 20 year production run of the H540 hull.
The following are provided as potential examples of reasons to support soliciting from a single source. If these items do not apply, the check-a-blocks may be deleted from the document. The user should include the appropriate rationale for the selected item(s).
☐ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
☐ A patent, copyright or proprietary data limits competition.
☒ These are "direct replacement" parts/components for existing equipment.
The US Naval Academy, Waterfront Readiness Dept. has a fleet of Yard Patrol Crafts and small boats at its facility and perform daily maintenance and over hauls on all the Crafts in tow.
Each year a Team from NAVSEA comes to the facility to do a Material Inspection on the small crafts. In this years inspection three of the Zodiac Sponsons were deemed unsafe and have reached their life expectancy and require immediate replacement.
