About this file
This document is a brand name justification for the acquisition of four Cambium Networks PTP 700 digital telemetry radios under the simplified acquisition threshold. The radios are required by the United States Geological Survey's Volcano Science Center to monitor high-threat volcanoes in Hawaii from remote sites. The radios must operate on licensed channels in the 4.4-4.9 GHz frequency range as authorized by the National Telecommunications and Information Administration. Extensive market research found no other radios meet the technical and regulatory requirements. Therefore, this proposed sole source award is justified under the authority of the Property and Administrative Services Act and FAR 13.106-1(b)(1) as Cambium Networks is the only brand that can fulfill the need.

BRAND NAME JUSTIFICATION FOR ACQUISITION UNDER THE SIMPLIFIED
ACQUISITION THRESHOLD
1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey, Volcano Science Center (VSC) plans to contract by means other than full and open competition. This document sets forth the justification and approval for award of digital telemetry radios on a limited source basis as required by FAR 13.106-1(b)(1).
2. Nature of Action Being Approved. Direct monitoring of volcanoes requires use of radios to move geophysical data from remote sites to distant acquisition and analysis centers. The VSC employs a diverse suite of communication devices to meet this need. This particular purchase is for high-throughput, point-to-point digital radios manufactured by Cambium Networks, to move concentrated geophysical data along critical telemetry paths of the volcano monitoring network in Hawaii. USGS monitors high threat volcanoes, reducing risk to life and property as well as improving baseline scientific knowledge of volcanic processes. This acquisition falls under the Volcano Hazards Program Office.
3. Description of Supplies or Services. Four (4) Cambium Networks PTP 700 with Connectorized and Integrated ODU (Global), manufacturer part number: C045070B004A. Order is to include accessory items: a) LPU and Grounding Kit (1 kit per ODU), PN-C000065L007B; b) PTP 700 Extended Warranty, 4 additional years, PN-C000070S004A; c) PTP700 AC/DC POE injector, TAA compliant, PN-CTAA065L002D; d) US Line Cord Fig 8, PN-N000065L003A; and e) Mounting Bracket (integrated), PN-N000065L031A, with shipping to USGS/HVO, 16-665 Milo St.Unit C1, Keaau, Hawaii 96749. These products are available directly from the manufacturer and through an extensive reseller network. Radios must have the following salient characteristics:
Minimum Specifications:
Required Radio Specification:
1) Cambium PTP 700 wireless Ethernet bridges, NTIA compliant on federal RF channels 4.4 GHz – 4.9 GHz
a. Radio pair #1 set to operate on licensed channel, 4410 MHz, 20 MHz channel bandwidth
b. Radio pair #2 set to operate on licensed channel, 4710 MHz, 20 MHz channel bandwidth
2) Transmit Power- Up to 29dBm
3) Integrated and connectorized antenna
4) Integrated Antenna gain- no less than 20dBm gain and no more than 27dBm gain
5) Modulation- adaptive to the rf environment- ranging from BPSK to 256QAM
6) Uses Time Division Duplex over a single frequency and channel width
7) Communications range minimum capability- 100 Miles (161 km)
8) 256-bit AES Encryption
9) Built in audio tone for link tuning during installation.
Required Ethernet Specification:
1) Protocol- IEEE 802.3
2) QoS- a minimum of 6 Queues in PTP mode
3) Support Standard MTU of 1500 bytes
4) IPV4 with support for IPV6 Mechanical and Environmental Specifications:
1. Size of Outdoor Unit: not to exceed- 435 x 377 x 102 mm
2. Weight of Outdoor Unit: Not to exceed 12 lbs
3. Meets both IP66 and IP67 environmental standards
4. Meets MIL-STD-810G
5. Outdoor unit must be capable of surviving 200 mph wind speeds Power Specifications:
140G0323Q0234 Atch 1 - Brand Name Justification
1. Power supply unit must be AC and DC compatible:
a. Power supply unit must accept 56VDC
b. Power supply unit must accept 120VAC at 60 Hz
2. Maximum Power consumption: 70W
4. Estimated Dollar Value. The estimated dollar value is approximately inclusive of products, shipping, handling, and any applicable tariffs.
5. Statutory Authority. The proposed action may be awarded on a sole source (brand name only) basis under the authority of Section 201 of the Property and Administrative Services Act of 1949 (40 USC 501) and FAR 13.106-1(b)(1) - only one source reasonably available.
6. Rationale Supporting Use of Citation in No. 5. This digital wireless Ethernet bridge (radio) is unique in that it meets the technical requirements of the communications links and is approved by the National Telecommunications and Information Administration (NTIA) to operate on licensed channels in the federal spectrum. The NTIA frequency authorization for operational sites in Hawaii is in fact specific to the product identified in this action - product substitution is not possible.
7. Other Information. Dependable and reliable telemetry of geophysical parameters are crucial to hazard monitoring.
8. The Efforts to Identify Additional Sources Including the Market Research Conducted.
VDAP, VSC and ESC regularly conduct extensive market research on digital radio telemetry through Internet searches, reviewing industry publications, attending vendor shows at international meetings, interviewing vendors, obtaining written estimates from vendors, interviewing other governmental and non-governmental customers, and obtaining research documentation from USGS and academic test labs. USGS does in fact use other radio types within their diverse operations as appropriate. This order however addresses the need for point-to-point radio links operating int he federal spectrum. Use of the federal spectrum is governed by the NTIA; the USGS, as a federal agency, must comply with NTIA regulations and the terms of any licenses issued for operation in the federal spectrum. No other sources meet the performance and regulatory requirements under the NTIA authorization. Competition will be made among resellers that supply these brand name items.
9. Actions to Overcome Barriers to Competition.
Future requirements will undergo market research and be competed to the maximum extent practical.
10. Recommendation and Certification from Program Office.
Based on the above, I recommend this acquisition be conducted on a limited source basis. I certify that the technical data which form the basis of this justification are complete and accurate.
11. Certifications and Approval from the Contracting Officer (required for all J&As):
140G0323Q0234
a) Price reasonableness will be accomplished in accordance with FAR 13.106-3.
b) This justification is accurate and complete to the best of my knowledge and belief.
