PRICES BLOCK 11
I. GENERAL
The U. S. Embassy Belgrade has a requirement for organization of the conference services for the Summer School Conference Package for 48 participants scheduled to take place on August 27 – September 2, 2023 in a 4 star hotel with specific amenities in the Republic of Serbia. The hotel has to be secluded and isolated away from other hotels, cities, busy towns or any kind off urban or rural settlements, preferably in a mountain/forest setting, and must have a conference area large enough to comfortably accommodate 48 participants at the same time for 6 days.
II. SCOPE OF SERVICES
A. The contractor shall furnish a conference venue, meals, coffee breaks, in accordance with the specifications and terms and conditions set forth herein.
B. The contract type resulting from this solicitation will be a firm-fixed price purchase order.
C. The contract will be for the period August 27 – September 2, 2023.
D. The prices listed below shall include all labor, materials, overhead and profit necessary to provide the required services.
E. The Government shall make payment in RSD. All prices are without VAT.
F. QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
This plan is designed to provide an effective surveillance method to promote effective contractor performance. The QAP provides a method for the Contracting Officer's Representative (COR) to monitor contractor performance, advise the contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The contractor, not the Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to conduct quality assurance to ensure that contract standards are achieved.

All required services are performed and no more than one (1) customer complaint is received.
1. SURVEILLANCE. The COR will receive and document all complaints from Government personnel regarding the services provided. If appropriate, the COR will send the complaints to the Contractor for corrective action.
2. STANDARD. The performance standard is that the Government receives no more than one (1) customer complaint. The COR shall notify the Contracting Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212-4, Contract Terms and Conditions-Commercial Items), if any of the services exceed the standard.
3. PROCEDURES.
(a) If any Government personnel observe unacceptable services, either incomplete work or required services not being performed they should immediately contact the COR.
(b) The COR will complete appropriate documentation to record the complaint.
(c) If the COR determines the complaint is invalid, the COR will advise the complainant. The COR will retain the annotated copy of the written complaint for his/her files.
(d) If the COR determines the complaint is valid, the COR will inform the Contractor and give the Contractor additional time to correct the defect, if additional time is available. The COR shall determine how much time is reasonable.
(e) The COR shall, as a minimum, orally notify the Contractor of any valid complaints.
(f) If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor will notify the COR. The COR will review the matter to determine the validity of the complaint.
(g) The COR will consider complaints as resolved unless notified otherwise by the complainant.
(h) Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the service period, the COR will contact the Contracting Officer for appropriate action under the Inspection clause.
III. PRICES

IV. LATE CANCELLATION FEE
For rooms which are cancelled with less than 24 hours’ notice the late cancellation fee per room is:
The Government shall reimburse the contractor for all contracted services cancelled with less than 24 hours advance notice.
V. VALUE ADDED TAX
Value Added Tax (VAT) is not applicable to this contract and shall not be included in the CLIN rates or Invoices because the U.S. Embassy has a VAT exemption certificate from the host government.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

I. SINGLE ROOMS, HALF BOARD
The Contractor shall furnish rooms for single occupancy with private bath and common amenities for each occupant. The rooms shall include heating, air conditioning and telephone at a minimum.
The hotel must accommodate 40 persons in single room, starting with dinner on August 27, 2023 ending with breakfast on September 2, 2023.
In addition to 40 rooms, the hotel needs to be able to provide additional 8 rooms for Embassy staff that will be covering the hotel accommodation at the reception desk.
This contract will not pay for double occupancy, local or international phone calls from occupant rooms, pay- per-view programs, mini-bar consumption, and room service. Any consumption of alcoholic beverages or any items not specified above will not be paid by this contract and shall be the sole responsibility of the individual.
II. BREAKFAST BUFFET
Availability of full (not continental) breakfast that includes variety of breads, cereals, eggs, cheese, meats, milk, coffee, tea, and juices.
III LUNCH
The lunch buffet shall consist of a soup, main dish, salad, desert and one non-alcoholic drink per person. The lunch shall be provided for 48 persons for the period August 28 – September 1, 2023. Any consumption of alcoholic beverages or any items not specified above will not be paid by this contract and shall be the sole responsibility of the individual.
IV DINNER BUFFET
The dinner buffet shall consist of a main dish, salad, desert and one non-alcoholic drink per person. Any consumption of alcoholic beverages or any items not specified above will not be paid by this contract and shall be the sole responsibility of the individual.
V CONFERENCE ROOM
One (1) conference room with day light, air-conditioned to accommodate 48 persons and the translation booth with the following set-up: one (1) presiding table with 4 chairs and 7 sets of tables with at least 5 chairs each positioned in the rectangle or round shape. The conference room shall be equipped with projector, screen, laptop, pointer and power supply for 7 laptops (one per table).
The conference room shall be available between 08:00 – 22:00 on August 28 – September 1, 2023.
VI WATER IN CONFERENCE ROOM
The contractor shall provide bottled still water and glasses on August 28 – September 1, 2023, 1-liter bottle per participant (48 liters daily).
VII COFFEE BREAKS
The contractor shall provide two coffee breaks per day for 48 participants on August 28 – September 1, 2023. Total of 10 coffee breaks for 48 participants. The coffee break shall include mineral water, coffee, tea, juice. Server must be present for drinks.
VIII PARKING
Parking spaces for 10 vehicles August 27 through September 2, 2023.
IX COVID MITIGATION
The facility must have COVID mitigation measures as part of their daily operations per Serbian government guidance. All areas of the venue shall be covered by these measures. Venue employees must follow established and updated industry and Serbian government measures and guests must be provided with basic supplies in public areas (hand sanitizer, etc.).

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(a) Definitions. As used in this clause—
Backhaul means intermediate links between the core network, or backbone network, and the small subnetworks at the edge of the network (e.g., connecting cell phones/towers to the core telephone network). Backhaul can be wireless (e.g., microwave) or wired (e.g., fiber optic, coaxial cable, Ethernet).
Covered foreign country means The People's Republic of China.
Covered telecommunications equipment or services means—
(1) Telecommunications equipment produced by Huawei Technologies Company or ZTE
Corporation (or any subsidiary or affiliate of such entities);

(2) For the purpose of public safety, security of Government facilities, physical security surveillance of critical infrastructure, and other national security purposes, video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities);
(3) Telecommunications or video surveillance services provided by such entities or using such equipment; or
(4) Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country.
Critical technology means—
(1) Defense articles or defense services included on the United States Munitions List set forth in the International Traffic in Arms Regulations under subchapter M of chapter I of title 22, Code of Federal Regulations;
(2) Items included on the Commerce Control List set forth in Supplement No. 1 to part 774 of the Export Administration Regulations under subchapter C of chapter VII of title 15, Code of Federal Regulations, and controlled—
(i) Pursuant to multilateral regimes, including for reasons relating to national security, chemical and biological weapons proliferation, nuclear nonproliferation, or missile technology; or
(ii) For reasons relating to regional stability or surreptitious listening;
(3) Specially designed and prepared nuclear equipment, parts and components, materials, software, and technology covered by part 810 of title 10, Code of Federal Regulations (relating to assistance to foreign atomic energy activities);
(4) Nuclear facilities, equipment, and material covered by part 110 of title 10, Code of
Federal Regulations (relating to export and import of nuclear equipment and material);
(5) Select agents and toxins covered by part 331 of title 7, Code of Federal Regulations, part 121 of title 9 of such Code, or part 73 of title 42 of such Code; or
(6) Emerging and foundational technologies controlled pursuant to section 1758 of the
Export Control Reform Act of 2018 (50 U.S.C. 4817).
Interconnection arrangements means arrangements governing the physical connection of two or more networks to allow the use of another's network to hand off traffic where it is ultimately delivered (e.g., connection of a customer of telephone provider A to a customer of telephone company B) or sharing data and other information resources.
Reasonable inquiry means an inquiry designed to uncover any information in the entity's possession about the identity of the producer or provider of covered telecommunications equipment or services used by the entity that excludes the need to include an internal or third-party audit.
Roaming means cellular communications services (e.g., voice, video, data) received from a visited network when unable to connect to the facilities of the home network either because signal coverage is too weak or because traffic is…
