Enclosed is a Request for Quotations (RFQ) for PD: Managed Services for Cultural and Edu Programs
(FY25). If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard
Form 1449 that follows this letter.
The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
Quotations are due by September 4, 2025, at 5 pm local time. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

I. PERFORMANCE WORK STATEMENT
A. The purpose of this firm fixed price purchase order is to for Management and
Implementation of Entrepreneurship-Focused Cultural and Educational Programs in accordance with Attachment A.
B. The contract will be for a one-year period from the date of the contract award.
QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
This plan provides an effective method to promote satisfactory contractor performance. The
QASP provides a method for the Contracting Officer's Representative (COR) to monitor
Contractor performance, advise the Contractor of unsatisfactory performance, and notify the
Contracting Officer of continued unsatisfactory performance. The Contractor, not the
Government, is responsible for management and quality control to meet the terms of the contract.
The role of the Government is to monitor quality to ensure that contract standards are achieved.

All required services are performed and no more than one
(1) customer complaint is received per month.
1. SURVEILLANCE. The COR will receive and document all complaints from Government personnel regarding the services provided. If appropriate, the COR will send the complaints to the Contractor for corrective action.
2. STANDARD. The standard of performance is that the Government receives no more than one (1) customer complaint per month. The COR shall notify the Contracting Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212.4, Contract Terms and Conditions - Commercial Products and Commercial
Services (NOV 2023), if any of the services exceed the standard.

3. PROCEDURES.
(a) If any Government personnel observe unacceptable services, either incomplete work or required services not being performed they should immediately contact the COR.
(b) The COR will complete appropriate documentation to record the complaint.
(c) If the COR determines the complaint is invalid, the COR will advise the complainant. The COR will retain the annotated copy of the written complaint for his/her files.
(d) If the COR determines the complaint is valid, the COR will inform the
Contractor and give the Contractor additional time to correct the defect, if additional time is available. The COR shall determine how much time is reasonable.
(e) The COR shall, as a minimum, orally notify the Contractor of any valid complaints.
(f) If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor will notify the COR. The COR will review the matter to determine the validity of the complaint.
(g) The COR will consider complaints as resolved unless notified otherwise by the complainant.
(h) Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the service period, the
COR will contact the Contracting Officer for appropriate action under the Inspection clause.
II. PRICING
The Contractor shall complete all work, including furnishing all labor, material, equipment, and services required under this purchase order for the following firm fixed price and within the time specified. This price shall include all labor, materials, all insurances, overhead and profit.

III. VALUE ADDED TAX
VALUE ADDED TAX. Value Added Tax (VAT) is not applicable to this contract and shall not be included in the CLIN rates or Invoices because the U.S. Embassy has a tax exemption certificate from the host government.

STATEMENT OF WORK (SOW)
Title: Management and Implementation of Entrepreneurship-Focused Cultural and Educational
Programs
Objective: Plan, execute, manage, and report on programs that highlight American values of entrepreneurship, creativity, and innovation, while fostering local capacity and global partnerships. Programs should be conducted in coordination with local civil society (including but not limited to non-governmental academic institutions, think-tanks, and/or professional associations) to execute program activities that make America safer, stronger, or more prosperous or demonstrate American leadership and excellence.
Program Themes May Include:
• Entrepreneurship and Innovation (with focus on youth)
• Startup culture and social enterprise
• Creative industries and digital entrepreneurship
• American business principles (e.g., resilience, leadership, free markets)
• Cultural diplomacy through business, tech, and storytelling
• American excellence in technology, business, and leadership
Expected Activities:
• Design, manage, and organize activities such as – o workshops, speaker events, and training sessions o innovation fairs, pitch competitions, or entrepreneurship festivals o startup bootcamps, business mentorship, freelancing o design thinking labs, social enterprise challenges, innovation hackathons o AI for business
• Facilitate networking opportunities with U.S. exchange alumni and business leaders
• Collaborate with Embassy-selected speakers, including virtual or in-person experts
• Document and report on program progress and impact
Implementation Period: Tentatively between October 2025 – September 2026, with flexibility for planning and coordination.
Partner Requirements:
• Proven experience in managing education or entrepreneurship programs
• Strong organizational capacity and nationwide or regional reach
• Experience working with international partners, preferably on U.S. government-funded projects
• Commitment to youth development, and cultural sensitivity

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the
Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor
Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the
Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
