Solicitation No.: 19AR2019Q0002

Pre-proposal Conference Question & Answers – Q&As

September 2019

The U.S. Embassy Buenos Aires conducted a pre-proposal conference on Wednesday July 31, 2019 at

09:00 hours for the above referenced solicitation for the US Embassy Buenos Aires.

Three (3) firms participated in this pre-proposal conference: Telmex Argentina S.A., Telecom Argentina

S.A., and Telefonica Moviles Argentina S.A.

The questions and answers below are responsive to the inquiries received by email regarding this solicitation.

Question #1: Are you requesting hardware or just SIM card? If hardware, what type of hardware and storage size?

Answer: This contract does not provide for devices (i.e. cellphones) since we intend to use

Government-Owned equipment and accessories as listed in Attachment 1.

The Contractor is only required to provide fully functional SIM cards and telephone numbers for all existing Government cellphones. Please, refer to Section

1, Paragraph 5 – Government Furnished Property for further reference.

Question #2: Will this be a drop shipment, or should we expect to be on site to set up the devices?

Answer: It shall be a drop shipment of SIMS. Devices can only be configured by Embassy employees.

Question #3: Are we responsible for managing or implementing a mobile security/device management system?

Answer: No, there shall not be any type of security management or monitoring system over

Embassy phone lines.

Question #4: Will the phone need the option to tether data?

Answer: No.

Question #5: Will phone cases be needed?

Answer: No, as all equipment and accessories will be Government-owned as listed in

Attachment 1. Please, refer to Section 1, Paragraph 5 – Government Furnished

Property for further reference.

Question #6: What is the estimated time frame for award?

Answer: We expect to award this contract within 60 to 90 days from the date specified for receipt of offers.

Question #7: Will devices need insurance?

Answer: No, as this contract does not provide for devices (i.e. cellphones).

Question #8: The service that you are requesting will it be mostly in Argentina?

Answer: Yes.

Question #9: Are the users traveling back and forth within the US, Argentina, Latin America and

Europe?

Answer: Yes. A high number of users travel internationally. In most cases, it consists in a roundtrip starting and ending in Argentina.

Question #10: If there is heavy international traveling; Do you have specific countries to quote?

Answer: Yes, the United States is the primary destination.

Question #11: Are you looking for new mobile numbers or are you porting them over?

Answer: Existing phone numbers shall be ported over.

Question #12: Are the number Argentinian or USA numbers?

Answer: They are all Argentinean phone numbers.

Question #13: What is the shipping Address? Buenos Aires, Argentina, or the USA?

Answer: As described in Section 1, Paragraph 5 – Government Furnished Property, the

Government intends to use Government Owned Equipment and accessories as listed in Attachment 1. The Contractor is only required to provide fully functional SIM cards and telephone numbers for all existing Government cellphones. These SIMs shall be delivered directly to the Embassy, located in Av. Colombia 4300, C1425GMB, Buenos Aires, Argentina.

Question #14: In regards of Section 1, Paragraph 12 – Training; Where shall the location be and how long?

Answer: The requirement at Section 1-Paragraph 12 – Training is deleted. See Solicitation

19AR2019Q0002, Amendment 0003.

Question #15: We need to print a local invoice in Argentina for the Mobile services given in said country. In order to originate an invoice, we need a CUIT number (TAX ID) from a local company in Argentina. This is because voice services are in Argentina, and we understand that we need to be billing locally in the country. Is there a method in which we can bill in Argentina and Collect in US?

Answer: No.

Question #16: Will the invoicing and payment be made in Argentina and in Argentine Pesos?

Answer: Yes. Please, refer to Amendment 0002, Section 1- The Schedule, Paragraph IV –

Offers and Payment in Local Currency.

Question #17: Can we provide an offer with different alternatives?

Answer: Multiple Offers may be submitted in accordance with FAR 52.212-1(e).

Question #18: Can we modify the breakdown for roaming services? This is, to provide an offer with a different scheme.

Answer: See the answer to Question #17.
