1. Contracting Activity: Department of Veterans Affairs, VISN 07, Ralph H. Johnson Medical Center

Purchase Request: 534-20-1-2715-0015

Nature and/or Description of the Action Being Processed:

SupraVista CDSS Software Licensing, Base + 4 Option Years. Estimated total contract value is $304,668.14

FAR13.5 Simplified Procedures for Certain Commercial Items:

This procurement is for a Commercially Off the Shelf product in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2.

2. Description of Supplies/Services Required to Meet the Agency’s Needs:

The Ralph H Johnson VA Medical Center is requesting to establish an annual licensing agreement for the utilization of the SupraVista CDSS Software. SupraVista is a Clinical Decision Support System that works in tandem with CPRS to proactively identify problems at point-of-care that could potentially be missed by providers. The software will be utilized across the facility and all Community Based Outpatient Clinics (CBOCs).

3. Statutory Authority Permitting Other than Full and Open Competition:

The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C.

1901 and is implemented by for restricting competition on this procurement via FAR 13.106-1(b)(2).

Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

SupraVista was specifically designed to complement VHA’s CPRS EHR system. CPRS currently does not provide clinical cognitive support features (also known as clinical intelligence). SupraVista is used as an add on to CPRS to fill in for what CPRS is missing. SupraVista does not have any negative impact on CPRS’s functionality. It is the only application that offers automated rule-based analysis of clinical data at point of care that is acceptable and utilized to work with VHA’s existing IT architecture. To best of our knowledge, there are no competing products that provide the extensive feature-set specifically designed to meet VHA’s CPRS users’ needs. SupraVISTA works seamlessly with VistA/CPRS.

Furthermore, VA National OIT TRM approved SupraVISTA for use in VHA. There are no other known cognitive support and clinician support applications that are designed and built specifically for VHA to work with CPRS with prior approval for use from VHA OIT.

4. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

An Intent to Sole Source Synopsis will be issued on the Open Market in accordance with FAR Part 5 Prodcedures. Specific language at FAR Part 5.207(C)(16)(ii) will be incorporated “all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.”

5. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:

Prices are determined fair and reasonable based on past prices paid for this software licensing at other VHA facilities across the United States.

6. Description of the Market Research Conducted and the Results, or a Statement of the Reasons

Market Research Was Not Conducted:

SupraVista was designed and built specifically for VHA to work with CPRS. FPDS data shows no other vendors have provided this type of software service to the VHA in the past. A search of the Department of Veterans Affairs OIT website shows SupraVISTA Medical DSS, LLC approved this software to interact with VHA systems. No SDVOSB/VOSB vendors were found in Vip.Vetbiz.gov that can provide for this service.

7. Any Other Facts Supporting the Use of Other than Full and Open Competition:

N/A

8. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:

This will be determined after the synopsis is issued on the Open Market.

9. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to

Competition before Making subsequent acquisitions for the supplies or services required:

No action known that will create more compeition for this requirement. This would require further developing applications to accommodate VHA specific systems.

10. Requirements Certification: I certify that the requirement outlined in this justification is a Bona

Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
