Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C26320Q0280

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 23 (NCO23), 2501 W 22nd Street, Sioux Falls, SD 57105

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Provide all tools, test equipment, original equipment manufacturer parts, labor and transportation to implement a full-service agreement on the two (2) ALCON Centurion Vision Systems and two (2) Constellation Vision systems located at the Omaha VA. Service agreement must include any regular scheduled maintenance inspections to include parts replacement as described in the original manufacturer’s service manual for these models.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Alcon vision equipment is precision medical equipment that requires trained personnel and authorized parts in order ensure that the equipment is operating efficiently and safely. Alcon Vision, LLC is the original manufacturer and is the only source for authorized parts. Alcon does not authorize service providers to maintain the equipment. Alcon also does not sell authorize parts to outside providers.

4. Description of market research conducted and results or statement why it was not conducted:

A search on OSDBU’s VIP database using NAICS code 811219 and a keyword of “Alcon” yielded zero results of small businesses that are veteran owned and verified.

Service of medical equipment is not on the AbilityOne Procurement List.

Maintenance services for Alcon Vision Machines are not available on GSA’s eLibrary.

A search on SBA’s DSBS using NAICS code 811219 and a keyword of “Alcon” yielded zero result of small businesses A sole source announcement number 36C26320Q0280 was posted to the Contract Opportunities on www.beta.SAM.gov on 02/20/20. At the close of the sole source period zero businesses capable of performing the services were identified.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
