Questions/Responses to RFQ 192121VHQUCOP0001

Q. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number.

A. Previous order expired on 2/25/2019. Previous contract number was HSCEMD-13-P-000093 and was performed by Special Psychological Services Group.

Q. Page 3 indicates 157 Periodic Testings and 1 Emergency Interdiction. Does this mean that DHS/ICE is estimating that 157 individuals will have Periodic Testing each year, and that DHS/ICE estimates 1 Emergency Interdiction each year?

A. As stated in the RFQ DHS/ICE estimates that there will be 157 each Suitability Assessment and Periodic Testing and 1 each Emergency Interdiction each contract year.

Q. Will individuals who will receive Periodic Testings be in undercover roles at the time of the Testings? If not, will they already be DHS personnel in other law enforcement roles?

A. They will not. This testing is to determine if they are psychologically fit to be in undercover role. However, they all will be Special Agents with DHS/ICE.

Q. Will the Periodic Testings happen in a condensed time period (i.e. over 2 months) or will they be spread throughout the year?

A. The Periodic Testings will begin when a new training course is being conducted. Before the agents are allowed to attend the course, they must pass the psychological testings. There are typically three to four training courses each year and up to 40 students in each class.

Q. Page 3, Item 9 refers to “contracts that specifically dealt with leadership training that incorporated staff rides or similar events at historic sites”. Please confirm that this language does not apply to this Synopsis/Solicitation.

A. It does not apply to this Solicitation.

Q. Page 5, Item 9, Period of Performance: what is the start date of the Base Year?

A. Base Period will be established after contract is ready for award. There is no set date.

Q. Page 2 of the PWS, section 4.1.3: does the government have an expectation for the length of the Personal Interviews mentioned in this section?

A. The government expects the Personal Interviews to be complete and accurate. The length of the Interviews is at the discretion of the Psychologist.
