Immigration and Customs Enforcement (ICE) Statement of Work
Packaged Food and Beverage Service
1.0 BACKGROUND
The Dallas Field Office of Immigration and Customs Enforcement (ICE) requires packaged food and beverage service for the Dallas Field Office and surrounding support offices.
2.0 OBJECTIVES
Contractor shall furnish and deliver fresh packaged meals (including Kosher meals when requested) to the Immigration and Customs Enforcement, Dallas Field Office, Oklahoma City Sub Office to include the Tulsa Sub Office, Tulsa Oklahoma, and other locations as specified, in accordance with the specifications and requirements described herein.
3.0 GENERAL REQUIREMENTS
Contractor shall provide meal packages in quantities as ordered by the Immigration and Customs Enforcement (ICE) personnel on a needed week to week basis.
All food products shall be obtained from sources inspected by the United States Department of Agriculture.
All packaged meals shall be prepared fresh after receipt of an order and shall be dated and delivered fresh to the Immigration and Customs Enforcement, Staging Facilities in locations specified.
All meals shall be in a vacuumed sealed package suitable for storage/freezing by ICE after receipt.
Any food or food product found to be spoiled or past dated upon delivery shall be immediately replaced by the Contractor at no expense to the Government.
All sandwiches shall be prepared with white, sandwich, sliced bread. The size of each slice shall be not less than 3¾ inches by 3¾ inches by ½ inch thick.
All cheese products used shall be pasteurized Process American Cheese.
All meat products shall be beef, chicken or turkey. The diameter of each slice shall be not less than 3½ inches and its thickness no less than 1/16 inches.
Quality of meat in all sandwiches shall be the maximum used by the industry.
Meal Packages shall consist of:
• 1 – 8 or 16oz bottle of water
• 1 – sandwich made with the following items: white sandwich sliced bread, pasteurized process
American cheese and 2 ounces of protein (beef, chicken or turkey)
• 1 – small bag of commercially packaged potato chips
• 1 – small bag of commercially packaged cookies
• 1 – small napkin
Contractor shall ensure appropriate storage and timely transportation of all meals in containers and vehicles that assure compliance with appropriate temperature requirements (less than 45 degrees Fahrenheit) as well as all applicable health and sanitation standards.
3.1 SANITATION AND HEALTH
Contractor shall comply with all applicable local, state and federal health and sanitation requirements with respect to food selection, storage, preparation and delivery throughout the contract term. Appropriate certifications shall be available for inspection by the Contracting Officer or COR.
Contractor shall ensure that all food preparation personnel comply with all applicable local and state sanitation requirements.
Contractor shall permit on-site inspection of its facilities by ICE designated officials. Such inspections may be either scheduled or unscheduled.
At the time of each delivery, Contractor shall secure and account for and remove all equipment, such as containers, etc., used in the delivery of the lunches to prevent misuse as potential weapons.
3.2 PACKAGING AND MARKING
Each sandwich and/or packaged meal shall be individually wrapped in a plastic vacuumed sealed package to help prevent freezer burn, but not impact flavor.
Each packaged meal shall be individually labeled with a label that will not fade or fall off. Labels shall identify the date sandwich was prepared and date of expiration not more than 14 days from date sandwich was prepared and type of sandwich. (Sample):

Packaged meals shall not contain glass or metal containers.
4.0 PERIOD OF PERFORMANCE
The period performance for this proposed contract will be a three (3)-month with three (3) three-month option periods totaling a total period of performance of 12 months if all options are exercised.
5.0 DELIVERY LOCATIONS & SCHEDULES
Calls for services will be made Monday through Saturday during the hours of 7:30 a.m. and 4:00 p.m. No calls for services or deliveries will be made on Federal Holidays.
Delivery response times shall be within 24 hours after receipt of service calls or as directed by the Contracting Officer Representative (COR). Special deliveries shall be within five (5) hours of service call.
ICE needs the option to increase and/or decrease meals. Contractor will be given 24-hour notification.

7.0 SECURITY REQUIREMENTS
The Contractor shall agree that each person employed by their firm or any subcontractor(s) will have a Social Security Card issued and approved by the U.S. Social Security Administration and shall be a United States citizen or a person lawfully admitted to the United States and eligible for employment.
