Question/Answer

1. On Appendix C, it is mentioned as labeling to be done as ATTN: LAURA CISNEROS

INL/Mexico Section CSI Forensics Equipment Whereas below that, there are 18 locations mentioned with different items. Should the cargo be packed in 18 separate lots as per the locations. If yes, how should be the markings made : ATTN: LAURA

CISNEROS INL/Mexico Section CSI Forensics Equipment or AGUASCALIENTES, Mexico (in the first case).

a. The vendor should separate and label items according to the distribution marked in Annex B.

2. As installation & training can only be performed after the cargo reaches destination, which might take weeks/ months. Can partial invoicing be done once the delivery is completed at Texas?

a. A partial invoice can be submitted to INL once the total of the CLINS have been delivered in Laredo, TX. A separate CLIN for training and installation will be included in the contract.

3. Does the training needs to be done in all 18 locations with 8 hours each for 10 people or will it be a single training session for 8hours for 10 people. If yes, where is will be the training conducted?

a. The training is required in the 18 sites for a maximum of 8 hours to 10 participants per site. The number of hours can be modified by the selected vendor once the nature of the items has been defined.

4. Could you please give more information on the below points : - After delivery within

15days, should provide status report including all necessary information regarding hardware and software. - pre-delivery inspection report to be shared - is palletizing necessary - do you require all manuals/ documents in Spanish - do we need to share the shipping documents and wait for 15 days/ green signal from INL before shipping?

a. The report including all necessary information about hardware and software can be shared with INL after site training/installation sessions.

b. Palletizing – Due the delivery will be at INL/Laredo warehouse, vendor should separate each kit in identified pallets.

c. A version in Spanish should be able for final users either in manual/document format or electronically

d. A Bill Of Materials (BOM) is required to be delivered to INL 15 days before the transportation of the equipment to Laredo, TX. INL confirmation should be expected as a green light for the delivery.

5. In Appendix A, Under Item #1, Item Name: Protective Coveralls with hood and shoe covers, does 1 QTY translate to 1 Package of 25 pieces?

a. Each package will contain 25 pieces (meeting or exceeding) distributed among the 18 sites, will correspond to 180 packages.

6. In Appendix A, Under Item #1, Item Name: Filter, does 1 QTY translate to 1 Pair of filters?

a. 180 packages of 2 are required.

7. In Appendix A, Under Item #1, Item Name: Disposable Filtering Mask, does 1 QTY translate to 1 Package of 50 pieces?

a. Each package should contain 5 pieces. 180 packages distributed among the 8 sites are required.

8. A lot of the Sirchie Branded Items have a 6-7 week lead time, is there anyway the

Government would change the delivery timeframe to 75 or 90 days?

a. There is no preference of Sirchie brand as far as the items meet or exceed the description requirements.

9. To clarify, delivery is to be made to the INL warehouse in Laredo, Texas. Will INL

Mexico, after complete inspection, then deliver all units from the INL warehouse to the

18 different locations? If so, how long is the delivery expected to take from the Laredo

Warehouse to the 18 different locations?

a. The timeline for this question rely on the Government of Mexico (GOM) official requirements for the importation of items donated by an external government.

INL will let the company know when all of the 18 sites will be ready with the official documentation in order to plan training and installation services.

10. Will there be INL personnel on site when the training and installation takes place at each location?

a. INL will coordinate site visits between GOM and the selected vendor. INL is not required to be present, but could attend some installation/training sessions randomly.

11. Can the installation and training be separated into its own line item? Or should this cost be included in the “shipping and handling” cost?

a. It can be as a separate CLIN, please separate in the contract.

12. Will certain set-asides (HUBZone, WOSB) be factored into the decision making progress?

a. This solicitation has been posted Total Small Business Set-Aside accordance with

FAR 6.203. No special consideration will be given to any socio-economic status beyond Small Business.
