Subject: End-Stage Renal Disease Quality Incentive Program (ESRD QIP) Data Validity and Reliability

Notice: THIS RFP IS ISSUED PENDING AVAILABILITY OF FUNDS

TO ALL OFFERORS:

You are invited to submit a proposal in response to this Request for Proposal (RFP) No.

191668, entitled “End-Stage Renal Disease Quality Incentive Program (ESRD QIP) Data Validity and Reliability”. We anticipate awarding a Firm Fixed Price (FFP) Contract in accordance with the attached Statement of Work. This contract is anticipated to be a five year effort. Your response must be in accordance with the requirements set forth in this solicitation.

1) Questions: All questions concerning the RFP shall be submitted electronically to David

Jefferson and Kelley Williams-Vollmer (David.Jefferson@cms.hhs.gov and Kelley.Williams-Vollmer@cms.hhs.gov) no later than 11:00 AM EST, July 3, 2019 in order for responses to all reasonable questions to be conveyed in a timely manner.

The subject line of the e-mail shall specify “191668 Questions.” Offeror’s shall submit questions on Attachment J.7 - Question Submission Format.

As soon as a contractor is aware of any problems or ambiguities in interpreting the specifications, terms and conditions, instructions or evaluation criteria of this solicitation, the Contracting Office shall be notified.

2) BID/NO BID Decisions: Offerors that intend to submit a proposal in response to this

RFP are requested to submit a Notice of Intent to Submit a Proposal via email to the attention of David Jefferson and Kelley Williams-Vollmer (David.Jefferson@cms.hhs.gov and Kelley.Williams-Vollmer@cms.hhs.gov) by July 12, 2019. The email subject title shall specify “Intent to Submit for RFP 191668, “End-Stage Renal Disease Quality Incentive Program (ESRD QIP) Data Validity and Reliability”.

Please be advised that an intent to submit a proposal is not binding on the Contractor and is for planning/scheduling purposes only. In addition, a Contractor that submits a negative intent or does not submit an intent is not precluded from submitting a proposal.

3) Proposal Due Date: Please submit an electronic copy of your Technical, Business, and Conflict of Interest Proposals on or before 11:00 AM EST on July 25, 2019 via e-mail to the David Jefferson and Kelley Williams-Vollmer (David.Jefferson@cms.hhs.gov and Kelley.Williams-Vollmer@cms.hhs.gov)No hard copies will be accepted.

Late proposals, as defined in HHSAR 352.215-70, may not be considered unless it is determined to be in the best interest of the Government.

Please be advised that the issuance of this RFP does not commit the Government to pay any cost for the preparation and submission of a proposal. In addition, the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with this procurement.
