Director’s Workgroup on Improving Purchased/Referred Care Performance Work Statement

A. BACKGROUND INFORMATION

The Indian Health Service (IHS), an agency within the Department of Health and Human Services, is responsible for providing federal health services to American Indians and Alaska Natives. The provision of health services to members of federally-recognized tribes grew out of the special government-to-government relationship between the federal government and Indian tribes. This relationship, established in 1787, is based on Article I, Section 8 of the Constitution, and has been given form and substance by numerous treaties, laws, Supreme Court decisions, and Executive Orders. The IHS is the principal federal health care provider and health advocate for Indian people and its goal is to raise their health status to the highest possible level. The IHS provides a comprehensive health service delivery system for American Indians and Alaska Natives who are members of 567 federally recognized Tribes across the U.S.

B. PURPOSE

The Indian Health Service (IHS) requires event management support services that will allow the Agency to sponsor an effective work group meeting for the Purchased/Referred Care (PRC) Program. The meeting will be held on August 21-22, 2018, in Portland, Oregon. The work group will discuss improvements for PRC and provide IHS direction on improving this important program for American Indian and Alaska Native people. Meeting attendees will total approximately 50 people.

The IHS requires more than an event’s physical occurrence – they require an atmosphere that is conducive to facilitating collaborative thinking and disseminating information among attendees. The contractor shall plan and make the necessary arrangements to ensure the required events are conducted in a professional manner using the best commercial practices at the desired times and locations. The contractor will also provide a written summary of the work group meeting including work group deliberations and recommendations.

C. PERIOD OF PERFORMANCE

One (1) 12-month base period.

D. CONTRACT TYPE

This contract is a fixed price/cost reimbursable.

E. SCOPE OF WORK

For each meeting the contractor shall perform the following:

1.Manage Event Logistics
•Performance Requirement – The contractor shall control and maintain all day-to-day logistics required prior, during, and after the ordered meeting.
•Performance Standard – The contractor shall perform logistical services required to conduct the meeting using the best commercial practices. The logistical support provided shall ensure the meeting is conducted on time at the requested location in such a manner that logistical support performance does not detract from the overall goal of information dissemination and exchange.
•Performance Measure – Successful attainment of performance will be measured by delivery of required logistical support based on the IHS program manager’s records and on meeting attendee satisfaction with the meeting arrangements.
2.Arrange For Meeting Space
•Performance Requirement – The contractor shall arrange meeting space in consultation with IHS for up to 35 participants with the chairs, tables and other equipment arranged in the manner requested by the IHS. There will be perimeter seating space for up to 15 people that may wish to observe the proceedings. The estimated total attendance is 50.
•Performance Standard – The planned meeting space is available at the required location, dates, and times.
•Performance Measure – The meeting is conducted in the arranged space.
3.Arrange Hotel Rooms
•Performance Requirement – The contractor shall arrange for a block of hotel sleeping rooms for work group members (approximately 30 rooms) at the location of the meeting.
•Performance Standard – The hotel sleeping rooms are available at or below the Federal lodging rate at the required location, dates, and times.
•Performance Measure – Attendees are provided the accommodations and are able to attend the meeting as planned and successful attainment of accommodations as measured by attendee satisfaction.
5.Arrange Support Services for the Disabled
•Performance Requirement – The contractor shall arrange support services to preserve any disabled attendees comfort and equal opportunity to attend and receive the information presented at the meeting as determined necessary in the facilitated planning meetings.
•Performance Standard – The planned support services for the disabled are available at the required locations, dates, and times.
•Performance Measure – Disabled attendees are provided the support services as planned and successful attainment of such services as measured by attendee satisfaction.
6.Arrange Audio/Visual Services
•Performance Requirement – The contractor shall arrange audio/visual services including a screen, projector, tabletop microphones and sound and recording support as determined necessary in planning meetings with the IHS.
•Performance Standard – The planned audio/visual services are available.
•Performance Measure – Audio/visual services are available as planned as measured by IHS Contract Officer’s Representative’s quality evaluation records.
7.Manage Meeting Materials
•Performance Requirement – Contractor shall develop and distribute any necessary conference materials including photocopying, collating, compiling, assembly of attendee packets (IHS may provide approximately 30 pages of materials for each attendee), meeting room supplies (paper, pens, flip charts, etc.) and name tents as determined necessary by planning meetings with the IHS.
•Performance Standard – The planned materials are available when needed prior to the meeting.
•Performance Measure – The planned materials meet meeting attendees’ needs.
8.Arrange For Written Record of the Work Group Meeting
•Performance Requirement – The contractor shall arrange for written record of the meeting including a summary of the work group discussions, deliberations and recommendations. A Microsoft Word version of the meetings summary will be required 14 days after the meeting concludes.
•Performance Standard – The contractor shall be responsible for a written record of the meeting to be completed within two weeks of the meeting and sent electronically to the project officer for review.
•Performance Measure – The written record of the work group meeting is provided as planned.

F. CONTRACTOR PERSONNEL, DISCIPLINES, AND SPECIALTIES

The contractor shall accomplish the assigned work by utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall ensure the labor categories, labor rates, and man-hours utilized in the performance of each Task Order issued hereunder will be the minimum necessary to accomplish the task. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

G. DATA RIGHTS

The government has unlimited rights to all the documents and materials produced under this contract. All documents and materials collected or produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor.

H. PROJECT OFFICER

A certified IHS Contracting Officer Representative will be identified prior to contract execution.
