FA5422-18-Q-7020 Customs Exonerations

Q:The Pricing format issued within the RFQ indicates monthly “lump” or “total sum” cost pricing; is this total monthly pricing only for the managed services and does not include actual Customs Fees or costs?

A: Pricing shall include all costs.

Q: Number of shipments per month?

A: In four months, approximately 1,100 shipments have been exonerated. Then, AirWay bills are exonerated on average 300 a month. My slowest month so far has been January (arrived 12 Jan18) I exonerated 239 myself, this is not including the ones my predecessor completed. The busiest month I've had so far has been February and I exonerated 363 shipments.

Q:Number of inbound shipments ( air /sea ) handled by you and your team or current contractor?

A:Mar-Apr 23 processed

Apr-May 21 processed

May- 20 processed

Q: Is pricing submitted to be U.S. Dollars (USD)?

A: Pricing can be in USD of in Local CFA

Q: Can you please provide a copy of the SOFA?

A: See Attachment 2

Q: Is the contractor required to have Defense Base Act coverage (per law)?

A: No. Defense Base Act coverage is only required for a fixed improvement or for any other project, fixed or not, for the public use of the United States or its allies, involving construction, alteration, removal, or repair, including projects or operations under service contracts and projects in connection with the national defense or with war activities, dredging, harbor improvements, dams, roadways, and housing, as well as preparatory and ancillary work in connection therewith at the site or on the project.

Q:SAM registration?

A: SAM is not required for contracts outside the United States and its outlying areas

Q: Is this a new requirement or a re-competition. If a re-competition, can you provide the old contract/award Number?

A: FA5422-16-M-7028

Q:Can the Government, be kind enough to advise if there is a current provider for these services?

Q:If a current contractor is providing the services can the government please identify the contractor and advise the contract value of the previous award, broken down by CLIN if possible?

A:Previous contract was awarded for a total of $72,200.46 for Base plus one year.

5. Due to Ramadan and Memorial Day, is it possible for the Government to extend the bid closing date from 23MAY18 until 30MAY18 in order to allow for a timely response to questions and sufficient time for preparation of the proposal?

A: RFQ can be extended to the 25th.

Q: Part I refers to Pricing Proposal, it states, “Complete Blocks 12, 17a, and 30a, b, and c of the SF1449. An SF1449 was not included in the RFQ. Will a SF1449 be supplied or shall be just will in page 2 of the RFP and submit that page?

A:Page 2 of the RFQ

Q:Is it acceptable to submit the pricing structure utilizing Quickbooks pricing estimate format?

A: Yes

Q: Will the Government provide an office for the contract at Airbase 101 to work at?

A:No

Q: In the past 6 months, have any late fees resulting in the contractor’s inability to meet timelines been charged to the contractor and if show how much per incident and total fees charged?

A:No late fees have ever been charged.

9. What are the late fees in USD value due to contractor’s inability to meet timelines as referred to in 5.3 of the PWS?

A:No late fees have ever been charged.
