1. Contracting Activity: Department of Veterans Affairs, Veterans Health Administration, Regional
Procurement Office West, Network Contracting Office 20 on behalf of VISN 20, 648 Portland VA Medical Center Research Service 2237: 648-19-3-169-1390 Compound Inverted Microscope.
2. Nature and/or Description of the Action Being Approved: This action is a new requirement and will be a firm-fixed price sole source award to a VIP verified SDVOSB using the statutory authority listed in 4 below.

EVOS M5000 Imaging system: The EVOS system with its integrated camera and analysis software will allow us to image the cells at various time points and rapidly measure cell movement over time course experiments.
IBright CL1000 Imaging system: This piece of equipment is a gel imaging system that will support the research team in completing time course or time-dependent experiments.
Thermo Scientific TSX ULT -80 freezer: We are reaching capacity of our current freezers. A failure of rogress.

5. ications and/or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
Based on 38 U.S.C. 8127 (c), the authority allows sole source awards to SDVOSB and the SDVOSB concern has been determined to be a responsible source and meets eligibility requirements in VAAR 813.7003.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable, including whether a notice was or will be publicized as required by subpart
5.2 and, if not, which exception under 5.202 applies:
The manufacturer was contacted on 8/22/2019 and stated they have one authorized SDVOSB distributor, Franklin Young International Inc.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable:
The quote provided by Franklin young has been determined fair and reasonable IAW FAR 13.106- 3(2) (iv) A comparison with similar items in a related industry. For example, 75F40119F80241 awarded on 8/7/2019 in the amount of $89,698.00 for a Fluorescence Inverted Microscope and 75F40119F80272 awarded on 7/30/2019 in the amount of $76,230.91 for a Automatic Inverted Fluorescence Microscope
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons
Market Research Was Not Conducted:
VIP database was searched using NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) 99 SDVOSB/VOSB were found under this NAICS code. The manufacturer, Thermo Fisher, was contacted on 8/22/2019 and provided two authorized distributors/resellers Government Scientific Source a Small Business and Franklin Young a SDVOSB. Franklin Young was contacted, and submitted a quote which was determined to be fair and reasonable.
Any Other Facts Supporting the Use of Other than Full and Open Competition: None. The authority allows sole source awards to SDVOSB/VOSB based on 38 U.S.C. 8127(c) and that the SDVOSB/VOSB concern has been determined to be a responsible source with respect to performance.
9. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:
Franklin young international Inc. (SDVOSB) Thermo Fisher Scientific (Large Business)
10. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: The market will be surveyed prior to any future acquisitions for the supplies or services being acquired.
At that point, it can be determined if there is competition available and the rule of 2 can be met.
