2. Nature and/or Description of the Action Being Processed: The proposed action being reviewed and approved is a sole source justification for GE Healthcare Centricity Cardiology Information System Software Maintenance for the current system in place at the ECHCS. It is anticipated that a Firm Fixed Price contract will be awarded on a sole source basis to the manufacturer, GE Healthcare on a base plus four (4) option years contract.
FAR13.5 Simplified Procedures for Certain Commercial Items: This procurement is for GE Healthcare Centricity Cardiology Information System Software Maintenance in accordance with FAR
13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303 2.
3. Description of Supplies/Services Required to Meet the Agency’s Needs: The procurement is for GE Healthcare Centricity Cardiology Information System Software Maintenance and Support. Software support includes all interface (QTY: 5 HL7, QTY: 5 Vista Imaging, QTY: 5 Clinical Procedure) and module (Centricity Cardiac Workflow (CCW), Centricity Universal Viewer (CUV), Centricity Enterprise Archive (CEA), and clinical modules (Cardiac Cath, Electrophysiology, TEE, Echocardiogram) and provide system updates and upgrade as applicable. Provide application support to system end users. Telephone support through VA approved remote access via VPN (virtual private network).
The estimated period of performance is September 16, 2019 through September 15, 2020 for the Base year with options until September 15, 2024. The cost estimate for the full five years of the contract is .

4. Statutory Authority Permitting Other than Full and Open Competition:

FAR13.5 Simplified Procedures for Certain Commercial Items: The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented by for restricting competition on this procurement via FAR 13.106 1(b)(2).
5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The Centricity Cardiology Information System is a major system used across Veteran Integrated Service Network (VISN) 19 to include Eastern Colorado, Grand Junction, Sheridan, Cheyenne, and Fort Harrison locations. The system is a repository for cardiac ultrasounds studies conducted at these locations, and interfaces with Veterans Health Information Systems and Technology Architecture (VistA), Computerized Patient Record System (CPRS), VistA Imaging and VistA Clinical Procedures software package. The Centricity Software and applications are products from GE Healthcare, who has proprietary control over the software. GE Healthcare also has a national VA Business Associates Agreement (BAA) to allow them to have remote access to the VA hosted information systems. GE Healthcare has access to necessary software and tools to troubleshoot and maintain the Centricity Information System.
It would be cost prohibitive to entertain a complete change of this major system since it would require the replacement of all the systems across multiple stations of VISN 19. This substantial duplication of cost would be an estimated aggregate cost of well over $1 million. This would also create unacceptable delays in veteran care during the complete overhaul of the system and the time it would take a new vendor to get a VA agreement in place to allow them to have remote access to the VA hosted information systems.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: GE Healthcare was contacted concerning authorized distributors of the requested software maintenance and support. It was confirmed that the software components are GE Healthcare proprietary products, covered by GE Healthcare patents and other intellectual property rights. GE Healthcare does not certify Small Businesses or other vendors in the U.S. to perform service maintenance on GE Healthcare equipment.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The contracting officer will determine the anticipated costs to be considered fair and reasonable based on comparison with the manufacturer’s published price lists, and similar products and services in the market place.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market research was conducted, in accordance with FAR Part 10, which included a search on VIP, FPDS, and NASA SEWP. The VIP search resulted in one (1) possible Service Disabled Veteran Owned Small Business (SDVOSB), FPDS resulted in only the Large Business Manufacturer, and NASA SEWP resulted in no possible sources identified with the capability of providing the requested items. An inquiry to the Manufacturer, GE Healthcare, confirmed they license the Class C materials to customers who have been properly trained by GE Healthcare but do not certify Small Businesses or other vendors in the US to perform service maintenance on GE Healthcare equipment.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition: None
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: Only GE Healthcare is able to provide the required system software maintenance for this acquisition and no other vendors have the ability to perform the maintenance due to the proprietary nature of this requirement.
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: The Government will continue to conduct market research to ascertain if there are changes in the market place at the time the Centricity Cardiology Information Systems are in need of replacement due to age. Future actions for Cardiology Information Systems will be competed in compliance with small business regulations should the market conditions allow for competition.
12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
