Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C260-19-AP-3696 / 663-19-3-9163-1216

1. Contracting Activity: Department of Veterans Affairs, Veterans Health Administration, Regional

Procurement Office West, Network Contracting Office 20 on behalf of VISN 20, 663 Seattle VA Medical Center Research & Development.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Media Production System, Media Sterilizer and Automated Media Pourer (system) is necessary to sterilize and automatically pour media to prepare sterile agar plates for research using C. elegans, bacteria, and yeast models of disease. Included in the system are:

1 ea 23-E048 Systec MediaPrep 20 Touch (23 liter capacity)

1 ea 23-E108 MediaFill 440, 90mm

1 ea 99-I103 Installation & Training

1 ea 23-A305 60mm Conversion Kit (incl. 60mm revolver, 220/60mm carousel)

Estimated Amount: $76,497.00 Estimated Delivery or Period of Performance: 30 Days ARO

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Media Sterilizer must be able to prepare between 2 and 20 L of media per cycle, and conduct multiple cycles per day, to accommodate media usage in the laboratories.

The Media Sterilizer must mix and sterilize media reliably and quickly, must possess a filling port for sterile addition of salts and drugs for certain experiments, and be capable of connecting with the Automated Media Pourer. It must have programmable controls including cleaning cycles. The Automated Media Pourer must be able to produce several types of sterile agar plates, each of which will be used in the lab daily. Typically, 1800 plates are used each week. This high demand for plates requires a reliable source able to mass produce consistent and sterile plates. The Automated Media Pourer must be capable of pouring 600 or more plates per hour. The Automated Media Pourer must offer multiple plate-holder carousel sizes. It must be able to pour multiple volumes with easy to change plate-holder carousels and rotors. The pourer must be easy to sterilize and maintain, and have a long life expectancy even with frequent use. This system is the only known system on the market that can accomplish the necessary tasks which successfully and consistently produce reliable, sterile agar plates. The Systec MediaFill automated plate pouring system will significantly decrease the amount of time spent on media preparation. Our lab uses several thousand of 60 mm plates on an average week and this purchase will likely reduce the time spent each week pouring from ~20 hours of staff time for manual pouring, to 2 hours of staff time per week for automated pouring (the residual time is set up and switching out plates). 4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted to satisfy the requirements of the FAR 10.002(a) and is in the briefcase. A search of mandatory sources of supply and encouraged sources of supply was conducted. In addition, on 9/2/2019 a unrestricted sources sought salient characteristics was published to FBO. The Sources Sought closed on 9/9/2019 with no responses. Through the sources sought, market research indicates that K&R TECHNOLOGIES, LLC dba Microbiology International is the only vendor that is capable of meeting the required salient characteristics and providing the supplies required by the agency.
